Just look at the statlines and the skill access, assuming you understand the basic rules for how agility rolls work and how strength comparisons and assists work. If you understand the basics then you can get an idea of what a team is meant to do.
For example, if you look at the Orc roster, you'll notice Orcs have on average low move, excellent armour, 4 positionals that start with Block, and 4 positionals with ST4 - all hallmarks of a team that relies on heavy hitting and probably slowly moving the ball up the field.
A team that has high MA and Agility but low AV and/or ST on the other probably relies more on ball play and playing keep away.

As a more general question, what would your verdict be on a -1 MA gutter runner? Normally I'd throw him in the dumpster without a second thought, but he'd just leveled up and now I'm sad. Was probably gonna go with more of a marker build with sidestep and shadowing and such on him, he already has block, so I don't really know how much -1 MA's gonna hamper him. He's not gonna be cheesing turn 2 touchdowns or anything.

I enjoyed 16 Shades of Green when it was around, although getting some differentiation between "green elf" Fumpers and "totally not dwarf" Red Fang Rockets might be difficult.
We have very little recurring Dwarf representation in the league, but the same could be said for High Elf, so I think there's definitely room for any of the teams. Personally I'm always up for seeing more elf, but that's because I think elf games tend to be more exciting to watch.

I've literally NEVER won a game of Blood Bowl, and I've played at least 10 matches.
I can't buy enough bribes to keep all my secret weapon guys on the field for the entire game, and without them my poor gobbos get slaughtered.

Take the Storybook memes in our league, they haven't won one game, but they have killed some vary major players like gutter runners and ogres. The ones they didn't foul weren't from lack of trying

Key is to only field the heaviest (fanatic, saw) on your drive and remove as many enemies as possible. Then after the ban you have a powerplay position (more players fielded) which nets you an advantage
