This is the Baron Bizarre writeup so far. Life is killing me so my write ups might take some time to get done.

HERE BEGINS THE WRITEUP OF BARON BIZARRE
ORIGIN

The Bizarre Bloodline:
It was on the eve of 1900 that Madam Blavatsky and her most loyal theosophists carried out a ritual that they believed would create the next evolutionary step for mankind. They believed that they were, out of a pregnant woman with London’s ley line channeled through her body mind and soul, creating mankind’s physical, spiritual, and mental superior. They believed they were creating the Homo Dynamis described in the Emerald Tablets of Hermes Trismegistus. What they actual created however proved to be far more bizarre than that.
The theosophists had some knowledge of the secret cosmology of the Earth. They knew about the three Earths, about the Atlanteans and their walls, and about the Rainbow Serpent which they identified as the Hindu Vishnu. But their knowledge was colored by misinterpretation and the desire to align their knowledge with their philosophical views. They erroneously believed in a great evolutionary chain with humanity on the bottom, Homo Dynamis in the middle, and the fabled Atlanteans at the top as being the highest form of body, mind, and spirit.

They believed that Atlanteans were the progenitors of theosophical “root races”. Crowley called in favors owed to him by the faeries of the British Isles. Quicker than the theosophists could see they switched out the babe for the traditional changeling. In the blink of an eye the babe was in Crowley’s arms in India and the theosophists were left with monstrous inhuman looking changeling that shrieked at them with a tooth filled maw. They believed they had failed in their attempt, that instead of producing a savior they had produced a mooncalf. They never knew how successful they were, and from that moment on until the death of Madam Blavatsky in 1977 no more attempts were made to birth a Homo Dynamis. Meanwhile the child was raised by Crowley as his own daughter.

I have an idea for that magic villain we made, it's tied a bit to Baron Bizarre, but it also serves a purpose in giving him a possible future rival (Malator). It's hard not to bring cosmology into this, so apologies in advance. Besides, the Starter has nothing to do with cosmology yet, so this provides a simple enough jumping in point should GMs go that way.

The Pale

The ritual that created the Bizarre family line had a secret cost. The displacement of spiritual and mental energies created a being that is the antithesis of existence, something made of a lack of spirit. The being was too weak to live on its own, so long it wandered as a husk, until it latched to the body of a man so absorbed in the occult his spirit oozed it's power. The being was named Malator and the pair worked in symbiotic tandem to further the other's goals. The man eventually died, but Malator was now powerful enough to continue inhabiting his body. The man's spirit is too weak to resist the parasite, but his mind is strong like an oak. Unfortunately, years of subtle influence by Malator have twisted that oak, meaning that seldom will his mind ever object to the spirit.

The man used to be Chase Verun, paranormal investigator, kind, compassionate, and always looking for a way to help others, but the beast that remains is The Pale, cruel, unyielding, and with a penchant for causing misery. This is not to say he hasn't found a kindred spirit, another who started as but a bug and became something more. Regardless of this man's hubris, The Pale has found the word for what he is, friend. And this "Science Tyrant" shares his hobby. Misery.

3rd edition Mutans and Masterminds has a Summoner class. You can summon some kind of shadow monster or an "imaginary friend". Not sure if that's in 2nd edition, though.

Go full mystic warrior mage like Illyana Rasputin and take light summoning options for little demon servitors. Get a "stepping disc" teleporation power and be the team's bus.

As you level spend it on buying better summons instead of better spells. Read the Ars Goetia for demon ideas.

Power Level 10 is your average superhero (think Spider-Man in terms of strength and so forth). There is a power that's just straight up "Summon" which allows you to summon from a pool of creatures as described in one of the chapters.

Reading through the statesmen and I have ideas about punching them up. Would like some feedback

Wyoming's Black Hole Man: Simple farmer who didn't discover his power until late in life because its to project a pacification field and his neighbors are naturally passive. Runs a peaceful, open-air correctional facility for the most violent and disturbed super criminals. Using his powers he's able to keep them passive and non-violent. He's reading up on psychology to better help his inmates. He sees it like a small community and his inmates see him more as a mayor and less like a warden. Think of it as the anti-thesis of Arkham, a campaign could be about the characters there trying to go straight and seeing how they do outside his field. Black Hole Man is hardly ever called out for action, and like Dr. Glacier he's usually off in Wyoming helping his people and doing his own thing even though he's a member of the Statesmen. He's called away only when the situation is dire enough to warrant risking his inmates acting up and reverting.

A GM could use Black Hole Man as a way to save players while costing them for losing. He shows up and pacifies the bad guy beating them up, but while he was gone trouble happened back in Wyoming when one of the inmates reverted and the PCs have to pay back the save by tracking down the escapee for him.

Buckeye: He knows he can't live up to the legacy of Cleveland Steel, so he doesn't try. This slovenly, crude, anti-social cape sees his position as a job he does for obligation rather than passion. Life gave him powers and being a super hero is the flip side of that. He's a gruff anti-hero, and the name chosen by the higher ups is to soften his bad boy image. He doesn't kill, but when he fights he breaks things-and bones. If he has a positive trait is that his lack of care means power and intimidation doesn't effect him. He's actually pretty brave, and if he could reign in his attitude he actually could be as inspiring as Cleveland Steel.

Sure, but nowhere near as much as Baron. Instead of bodies, they'd be more like shadows cast by his mastery of ritual magic. Originally he was a lot like a brighter american version Constantine, and it was inspired by pic.

Buckeye's role in the game would be as a hard to get along with ally. The PCs have to beat up the bad guys with his help-while making sure he doesn't break too many things. He's also a character that can be encouraged into coming into his own as a hero-or fired from the Statesmen depending on whether the party wants to help him or get him suspended.

Turnpike: New Jersey's charismatic speedster with panache that hides a drug addiction as the source of his powers. His super-metabolism amplifies the effects of drugs on his system. The designer drug Spring speeds reaction times in normal human. In him it gives him super speed. However, Turnpike isn't the only one with a super metabolism.

He doesn't know it yet but he's actually the first test subject for a Brazilian based pharmaceutical company. They figured out how to trigger super-metabolisms in certain people and had their agents transform Turnpike into one when he underwent heart surgery at a young age. The company wants to create a group of supers in their back pocket, dependent and addicted to their drugs for their powers. All they have to do is keep drugs like Sprint legal and continue placing super-metabolism supers in the general population. There's nothing illegal about deriving ones power from a legal drug after all. And if the super develops an addiction, then its just like an alcohol addiction. No fault on the brewers.

If Turnpike finds out he's not going to be happy about being a guinea pig. But then he'll have to deal with the company's own superhumans which like him have super-metabolisms but derive different powers from different drugs.

Game wise Turnpike is a problem that gets deeper and more complicated as the PCs investigate. It stars with a Statesman hiding an addiction and developing into a company hiding a conspiracy. Turnpike will want to help every step of the way, but the question is should the PCs let him?

I like the idea of placing cool cape stuff in states. I think peaceful Wyoming having a happy town-prison of Jokers that for the first time in their lives don't hear the voices in their heads could be rather touching. It shows that in a cape world crazy bad guys can actually get help. They don't have to got to an Arkham which looks like a place from Silent Hill.

That one was a badguy ex politician kept on a drug feed by Science Tyant. Turnpike is a guinea pig in a corporate conspiracy to enact social programming and will be furious when he learns the truth. They both involve speedsters and drugs but handle them in different ways to different ends.

Are they too similar? I could try something else with Turnpike if I have to.

The Blue Crab is Maryland's state hero: a crab-shaped submersible with pincer claws piloted by an old seadog with a love for the ocean named Truman T. Rawling.

The Fishermen is a family of vigilante heroes/fishermen from Maine, a legacy family. The current Fisherman representative is Fisher-Girl, a half-human half-Thule girl with bright pink skin and hydrokinesis.

Both Fisher-Girl and the Blue Crab are two of the "aquatic" heroes of the Statesmen, alongside Waveracer of Florida (the face of the aquatic team) and Madame Delphine of Louisiana.

So Fisher-Girl and Blue Crab in the Statsmen pastebin.

Basically The Fisherman was a 1920's hero that was actually a single costume swapped out between a family that used their fisherman knowledge to protect the Main coastline form smugglers.

Blue Crab is an old salt and one of the original Statesmen. He uses a big mech-sub called the Blue Crab. He commonly teams up with fellow aquatic Statesmen Waverider, Fisher-Girl, and Madam Delphine as the team dad. He's the one that has to keep them on track when the other three start getting too involved in their teenage love triangle.

I like that idea. It reminds me a little of the Heiress from the Blockbusters. They both give up what was ruining their lives and suffer a decrease in power, but they still keep enough power to be a hero.

He won't be as fast as he was on Spring but after downing some pure cane sodas he can still move pretty damn fast.

The objective was NOT to engage him in combat but to slow him and ensure that he couldn't get too far into the city while they came up with more effective countermeasures.

What you don't often see addressed in super campaigns is dealing with natural disasters. There's plenty of opportunity there for heroes to strut their stuff and rescue innocents at the same time. The paragon can grab a firetruck before it falls off a bridge, the speedster can whisk a family out from a burning building, the psychic can block falling debris, and whatnot.

How would you pull off handling a natural disaster?

NEW HAMPSHIRE'S USHABTI:

The mysterious clay protector of Dartmouth provides a past the GM can fill in however he wants, but one mustn't forget that he/she/it has storytelling potential simply as a quiet, studious guardian.

Ushabti might start following around the PCs if they prove to be strange or novel-not to threaten them, but simply to learn about them by watching. PCs might interpret this behavior as stalking, leading to a talk (or even fight depending on the kind of PCs) with Usabti. But the PCs might like having a Statesman show them such attention. Some might try to show off for Usabti. Some might even befriend it and want to "teach it how to be human". Let the PCs have fun with it. But Usabti can also be used to mess with the players as mysterious watcher in the wings.

Ushabti makes a great fit for a background character in The Librarians cosmic library satisfying its knowledge on his infinite books. Amid all the scholars and scientists working in the library just point out a living clay statues and see if that piques the players' interests.

POSSIBLE ORIGINS FOR USHABTI:

1. Explorer from the Spirit Earth. The clay body is a kind of "Physical Earth astronaut suit". It allows a spiritual being to exist easily in Earth without having to contend with the wall. This could have critical ramifications for any campaign dealing heavily with the cosmology of Cape World as a potent "lost technology". Beyond this there's the question of who the spirit is inside the clay and whether it would be good or not for it to regain its memories...

depends on the disaster and what your powers are
interestingly enough there are some Major Superpowers in Heroes Unlimited that deal with just this subject
there one called Tectonic Mastery or something similar that lets you know when an earthquake is going to happen and reduce its strength
you can also reduce the size of a volcano
you basic Weather/Wind Master lets you affect storms (in a limited area) and tornadoes
Space Master lets you summon meteorites to attack with, but nothing to stop them

Dunno if I can fit those in, but a younger Harpy, Doc Chase, and Baron Bizarre are viable to appear at one point or another. For the most part, Chase was a detective not a cape, he knew enough rituals and enchantment to have some tricks up his sleeve, but he was no Baron. What he did have was a sharp mind, a keen eye, and some quick fingers. Standard gear was a fedora and coat, his enchanted revolver, a pack of cigs, bullets kept in a pouch of white ash, and his sigil gloves.

2.Afterlife Protector
The Ushabti in real life Ancient Egypt was a funerary figurine designed to take the place of the deceased servants or subjects. It was meant to be a servant in the afterlife. Ushabti thus "encoded' with the faint memories and personalities of an ancient Egyptian servant. A campaign could be made out of helping Ushabti deal with returning memories of this life. If there is an Egyptian afterlife Ushabti may feel drawn to find some way to go there and check up on the ruler he was made to protect, taking the party along with him for an adventure in the Eternal Nile.

3. The first Robot

Ushabti was simply an attempt to create artificial life by ancient alchemists. When this fact becomes known Ushabti might become famous among the robots of Germany and the Neo-Humanists of Italy as the "first" robot in history. Such a title might attract jealousy from a group of old German robots considered the "first" before Ushabti showed up and the PCs might have to help keep the peace. There may even be anti-robot terrorists gunning for the "first robot" that the party will have to protect Ushabti from.

I'm looking at Colorado's MOUNTAIN LION Statesmen and she looks interesting. Ruthless but effective cape that hides a dark past as an eco-terrorist. Doesn't have any powers but is highly skilled in guerrilla warfare tactics from her eco terrorist days.

My question is what's eco-terrorism like in Cape World? I'm half tempted to write up evil Planeteers, but would that be too mean spirited?

Would they be anti-ET immigrants? Would they see people like Blue Cobalt as invasive species? Would they like or dislike splicing themselves into animal people?

And my last question is should I kit out Mountain Lion with a few gadgets to up her flavor or should being low tech be a key part of her charm?

Yes we know we all know he gets hanged and the gentle swing of his body hanging from the noose lull the babies to sleep. This is not new information.

But that one flaw doesn't make this armor set COMPLETELY useless. Being killed from a distance by a sniper is not an option without injuring babies, same for most strategies.

Just one baby on your neck will prevent hanging, which is good because multiple ones on multiple sides of your neck would make turning your head and possibly breathing difficult.

So it would help, assuming your opponent is not particularly strong, dexterous or skilled with a knife. If that is the case then if they get close enough to tie a noose around the neck they would also be close enough to simply stab the neck on whichever side is unguarded by a baby.

It's going to be a collection of "Case Files" so it will be told retroactively in first person. Probably snippets on other characters, a bit of background on some events later on, and a slow descent from the plucky young PI to The Pale. Ideally, these can be interspersed in the Starter to provide tragedy to The Pale and confront the heroes on if it is mercy to end Chase's "life" so his spirit may be free, or if he should be the vessel for Malator to prevent further problems from the un-spirit.

No, but that could be an interesting way to run a game. One of the concerns expressed in a previous thread is how to get a group of pc super heroes to team up and work together organically without them starting as a team in the first place. Having a solo game (if your referring to 1 pc and 1 gm) could circumvent this problem as the story could solely focus on the single pc.

There was a DC comic that crossed over Golden Age Batman with Doc Savage and The Spirit. First Wave I think it was called, and they all were busy off in their own corners of the world before they teamed up.

If you can I suggest trying what the comic did. Have each hero individually discover something about the big evil threat. They all investigate, and they all bump into each other.

Not a game example, but Avatar: The Last Airbender had them deal with a volcano using bending.

That all looks pretty good so far, Anon. I like that even though you are going back to incorporating the cosmology, which I understand is necessary with Baron's character, you are exploring the more free-to-explore human side of it. Makes for more story rather than just rehashing deep lore.

The direction I'm taking will follow the ages of comics, Golden to Dark. Born on November 11, 1900 in Providence RI, Chase Verun began work as an investigator at age 18. Fresh-faced and optimistic, he followed his family tradition to confront the creatures of the night and drag them into the light. Armed with only a family book and his wits, Chase embarks on a life of adventure, intrigue, and tragedy.

I will occasionally ask for ideas for characters to include, locales, creatures, and general events. If I have File 1 done before I get home, I will post a picture of the draft.

you can't harm him, you can't keep up. he can destroy multiverses by punching them real hard. He can mind control galaxys of sentient beings and move the stars with his mind.

He is basically Omnipotent and Omniscient. Can read minds, super senses of all kind.

But he is using him as a "Get out of jail free in case the players fuck up" card.

Every day he reads the mind of all sentient life and banishes any creature who has acted evil into a dimension for rehabilitation.

I'm not sure where to ask this, so I'm asking this here.

Does anyone have the cap where a superhero or someone goes to prison, and they're taken on a tour of the grounds by their old high school crush and it's basically imprisoning the villains there by giving them what they want? Like a mindless brute who's kept in a cycle of killing and being killed, or an insane supervillain in a perpetual piss shower while fembots clean his body?

Sounds like the GM wants to eat his cake and have it to. When using omnipotents you have to keep them real busy doing something else not to interfere with Earth or just have them be God-King like Miracleman. It sounds like the GM is trying too hard to do both at the same time.

Going to see if I can make that "comprehensive character write-up form" we talked about in earlier threads work.

As usual any feedback good or bad is incredibly appreciated.

COLORADO: MOUNTAIN LION

ORIGIN

When Abby Grant was in her young 20's she got caught up in the environmentalist movement hard. It made sense to her that mankind was exploiting the planet to death and had to be stopped like any supervillian threatening the planet. What were corporate CEOs but super villains in suits instead of capes? Her views became even more extreme when she joined up with an environmentalist group named EVERGREEN, not then considered a terrorist group. Her views grew more extreme while trapped inside the EVERGREEN echo chamber. She believed that Earth was on a timer heading for total destruction. Every day super-people polluted the environment and not just in the old ways of smog and pollution but in new, stranger ways. Things from so called "other Earths" started appearing. Corporations dumped super-chemicals into the waters turning animals into deadly monsters. Artificial life like the German robots stated to spread and consume their environment like an invasive species.

Eventually Abby and Evergreen decided the best course of action would be to take Hoover Dam hostage during a day when the upper-levels of superheros were busy with a cosmic threat and force the powers that be to agree to their demands.

Abby and her friends, some spliced into animal-people to show "solidarity with all living things" and others wearing Spanish matador suits they bought in pieces form pawn shops and were barely able to control were busted and busted hard by a superhero-team up of BLACK MIINISTER II, Colorado's own BOULDER, and young heroes FISHER-GIRL and WAVERACER who ambushed Evergreen through the water and made it a game to see who could apprehend the most members (Waveracer won).

There was no damage and no loss of life. Rather than making Evergreen an organization to be feared and taken seriously their stunt at Hoover Dam made them the laughing stock of the media from the newsroom to late night comedy shows. Abby Grant was pilloried, her haggard mugshot plastered on the news, her parents interviewed and asked "where they went wrong", her embarrassing relationship with an Evergreen member that spliced himself into a catman became a punchline.

And Abby Grant went to prison. Not a happy pseudo-prison like Wyoming's Black Hole but a real prison. While prisons in Cape World have gone through progressive reforms in order to curtail super villain recidivism prison is still not a nice place filled with people that are not nice.

And Abby had to toughen up during her 20 year sentence (she had one hell of a lawyer). She was the non-powered ecogirl in a prison that housed super-villianesses. Her cellmate was BLOOD RED MARY, a hemokinetic criminal and grand daughter of the deceased MAD MARY whose identity and name the hero HAUNTER's poltergeist took.

It was either toughen up or be toughened up.

Abby trained and kept herself in top conditioning. She read books from the prison library on self-defense, super power combat, and above all super heroing. Rather than hate the superheros that busted her and her friends Abby decided to emulate them. They were well respected and loved. They were winners. She was a loser who gave up control of her life to eco-freaks.

She wanted to be a winner and she was determined that when her sentence was up she would be.

When her 20 years were up Abby set about making herself into a super-heroine. She combined the guerrilla warfare tactics she learned in Evergreen with the intimidation tactics she learned in prison. She called her new secret identity MOUNTAIN LION after her favorite animal in the whole world.

MOUNTAIN LION proved to be a brutal but highly effective vigilante. She hunted down and apprehended criminals that law enforcement and other heroes couldn't catch and often scored big juicy bounties on a couple of targets. She was merciless to her prey living up to her name. Being in prison did not teach Abby to be gentle with criminals. Rather it taught her that criminals need to be woken up to the real world like she was, sometimes brutally so. She did a crime and was punished. Now its her preys turn.

Recently Mountain Lion was voted into the Statesmen, the public choosing the anti-hero "super bounty hunter" over the older and more traditional BOULDER. This has caused Mountain Lion considerable worry. She's used to and likes working alone. The last time she relied on others they indoctrinated her into an eco-terrorism cell. And worse yet. What if the high profile of being on the STATESMEN causes "super snoops" like THE TRUTH to investigate her more closely. If the public knew Abby Grant and Mountain Lion were the same her career might well be over. The police would be very likely to reject help from an ex-terrorist and her adoring public would be even more likely to turn on her.

POWERS

Mountain Lion has no powers but gets by on ruthlessness, cunning, and guerrilla tactics. The GM may choose to keep her as a low-ability character that uses her skills along with conventional weaponry to hunt down and apprehend super weapons, or the GM can choose to outfit Abby with an array of gadgets to make her a less stealthy but overall more powerful combatant.

The low-ability Mountain Lion uses simple body armor and traps such as snares and trip wires. She does reconnaissance and scouting before engaging with a foe and spends time surronding the area with traps. She fight using assault rifles and batons along with tear gas and flash bang canisters. While not afraid to maim an opponent Abby is not a killer and won't shoot at an opponent without some degree of super-damage reduction.

The low-ability Abby attempts to use intimidation and fear to bait opponents into her traps. Rarely will she directly engage with an opponent, especially if the opponent has considerable super powers.

The high-ability Mountain Lion keeps the low-ability's fondness for traps but give Abby several gadgets to make her more of an aggressive combatant. This version is less likely to lure opponents into traps and more likely to force them to run or retreat in the direction of traps.

This version gives Abby a customized Matador suit, a light-weight full body fabric filled with energy channeling circuity that renders Abby immune to small-arms fire and enhances her speed and strength. She wears body armor over her torso to give herself enhanced protection and wears a mask in the form of a snarling Mountain Lion head that gives her a HUD with active links to news, police, and super-hero information sources as well as "cat eye" lenses that can see throughout the electromagnetic spectrum. She fights using "paw" gauntlets that slide down her arms when not in use so she can make use of her more dexterous hands.

These gauntlets allow Abby to punch with enhanced strength and can project vibrating "claws" that can shred through metal. These claws can also be fired with a trailing wire behind each spike. These launching claws can serve a variety of functions from harpooning through the shoulder of a tough opponent to embedding in the side of a building and pulling Abby up it when they retract. Abby most commonly uses them to loop around and lasso opponents. The soles of her costume can at will decrease their friction to allow Abby to gracefully slide around the battlefield and her opponent wile pulled by her claws.

A common action for her is to break into a slide, and while sliding ensnare an opponent with her claw cables. As she moves around her ensnared opponent she has her claws pull herself toward them while readying a knock out blow with her free gauntlet.

PERSONALITY

Abby likes working alone and due to her experience with prison gangs and ecoterroist cells is naturally distrustful of groups. She's likely to view PCs as either rivals "poaching her prey" or people she has no business dealing with. Abby is a solemn, grim woman that says few words. If she's talking its because she has business to talk about. The Mountain Lion doesn't socialize.

She's also something of a perfectionist. She does not tolerate fuck-ups. She is not a mentor figure. She believes that she got good on her own and other capes need to as well.

Although she is an ex-con she had little sympathy for criminals. Criminals get punished just as she was punished. This also means she has no problem getting along with law enforcement and super heroes, provided she has a reason to interact with them in the first place

RELATIONSHIPS

Abby is a loner who has severed all ties to he friends in Evergreen (although see plot hooks for if the GM decides to have them contact her again...). As much as she doesn't want to be on the Statesmen she feels that she owes it to the voters to at least put in appearances at their meetings.

Mountain Lion is strangely one of the Statesmen with the best attendance record and also the most prickly and anti-social. She'll show up to a meeting but don't expect her to do anything but stand there. Being around so many people actually makes her a little uncomfortable, and if she's prickly around regular people she's doubly so around her teammates out of fear they might try to make friends with her or something. This attitude has the potential to backfire and the GM can goad the PCs into fighting out just WHAT makes Mountain Lion such a sourpuss.

If she gets along with anyone on the Statesmen its going to be someone like BUCKEYE who shares her preference for no-nonsense and brutal super-heroics or GHOST O' JARONE who treats super heroing like a job like Mountain Lion does.

A pastebin could work well. This is just character 1 of 50 after all, and given how much work it takes to churn these out I don't see many more people besides me doing these extensive write ups.

Still I'd appreciate any feedback and criticism.

In the future should I quietly update the pastebin with new write ups or should I post them in thread first for review and discussion? I don't want to monopolize the thread but at the same time I want people to respond to these write ups and give the thread a pulse and momentum.

The Cape World Statesmen PDF will be a thing even if I have to do it all by myself, but I'm wondering if anyone would want to "claim" a character for a write up?

Also as the pdf will be about the team and its members I'm asking what should the history of the Statesmen be like? We've only barely touched on that subjects.

Who were in the first line-up? Was there a homeland defense force during WW2 of American Capes that couldn't-or wouldn't-make it to the front?

Besides team member write ups and a history of The Statesmen is there anything else that should go in the pdf?

Occasionally her eco-tendencies will manifest in her interactions with her team mates, and it could hint the PCs to her true identity.She has a soft spot for the COAST GUARDIANS sub-team because of their work protecting the environment, even if Fisher-Girl and Waveracer arrested her. She is also fond of DR. GLACIER for her work in studying and maintaining sea-life in her enormous "ice aquarium" off the coast of Alaska. On the other hand she has a strong dislike for AXEMAN because his dryad suits have allowed industrialists to explore and plunder rare materials found in the coldest depths of the oceans and in the hearts of volcanoes.

I really do like the name Chroman for Blue Cobalt's race.

Hueman is a sensible chuckle's worth of pun but that's about it.

What are the Chroman's goals beyond having a rigid caste system and generally conquering things?

I sort of viewed them as a bit of a "Law Enforcement" empire. IE they conquer space, but in their wake enforce law and order. Places might be peaceful and free of lawlessness, but because you have a race of super strong people lording over you means theres not much in terms of upwards mobility.

DIRECTION

The simplest way for a GM to use Mountain Lion as as the mysterious, aloof, rude character that NPCs wish they knew more about. Who is this violent woman in a cat mask? What's her story? Alternatively the GM can use her as a rival figure. Can the PC's proof themselves not just by capturing the bad guys but by doing so before Mountain Lion?

Story Hooks:

1. Queen of the Mountain
Mountain Lion's efficiency has utterly shown up an up and coming Colorado Super rendering his or her presence as a crime fighter useless. Instead of offering to mentor and help this super Mountain Lion sent them packing telling them to get a job they were good at.

The PCs have a variety of ways to approach this problem. They could try to convince Mountain Lion to take the "cub" under her wing. They could try to find some team or area in need of a crime fighter for the super to join. Or they could find some form of non-crime fighting but rewarding super-work that the cape can do.

2. Caught by the tail

Mountain Lion is being blackmailed by an unknown person or group that knows her identity. The pride and independent Mountain Lion has been drive into a corner and has turned to the PCs for help, either because they have shown to be good and trustworthy with their actions in the past or because they managed to help out Mountain Lion in the past. Mountain Lion isn't about to give into the blackmailers demands, whatever they may be, so the PCs have to race against tie to uncover the blackmail plot.

3. Cosmic Gardener

A recently reincarnated Atlantean armed with the exuberance of youth and cosmic powers decides to expand on the Atlantean philosophy that humanity is a miracle. To this Atlantean physical nature itself is as much of a miracle for having created humanity-if not more so. He's concerned about how humans are impacting the environment and has joined with EVERGREEN to learn what he needs to do to save the environment from people that "know best".

Chromans is probably the "official translation" of their name. Hueman would be something Dr Chase calls them. He keeps trying to get others to adopt the name with mixed results)

As for their role I like taking the "law enforcement" idea and mixing with the "uplift primitive races" idea. Think of them as Victorian colonists but even more determined to make something out of the "savage and backwards" races they find.

Them being space "law enforcement' also makes them a natural foe for Dacante's people given that they're supposed to be a kind of race of space nomads and pirates that fly around space by carrying their own atmosphere.

Think of the Chromans as Imperial Spain and Dacante's people as the Caribbean pirates that raid the shit out of them. They aren't a threat to the Chroman's in any kind of big way but boy are they ever persistent and annoying.

Recently I've been obsessively reading Worm, and now I want to run a superhero campaign of some kind. The problem is I have no idea what system to run it in or what the setting will be like. So here's my idea for the Super Villain from previous thread.

Cloe Coda was a part time programmer/engineer for a tech company in the north west. She was dabbling in a new realm of engineering: the process of creating nanotechnology. The nanobots she and her partner professor Malcolms made were highly advanced, able to respond to neurological impulses from an earpiece worn and could disassemble and reassemble machinery at a near cellular level.

Things took a bad turn when Professor Malcolms sought to take the experiment for himself by using the nanomachines to kill Cloe. Cloe however still wore a neuro-controll emitter in her ear, so when the overrided nanobots began to cover her as instructed by professor malcolm, her will to live wound up changing their directive slightly so that they would rebuild her in the process.

From that day on Cloe Coda became the supervillianess Killer Code. Driven mad by power, she is a hyper-advanced techno villainess who seeks to control the world. She creates all manner of destructive and terrible devices and sets them upon unsuspecting populaces. Although she can control practically any electronic device remotely her most dangerous power comes from her kiss.

When her mouth touches the mouth of another she can send a swarm of nanobots into the brain of her victim and take control of their body. The only things that seem resistant to her control in this manner are those with abnormal biology (ie things without traditional brains) or psychic entities whose mind mastery can overcome her external forces.

It's probably a good thing then that Killer Codes preferences lie almost exclusively with other women. Although she herself doesn't seem to experience sexual attraction, she seems to vastly prefer the female form aestetically. It's possible that Cloe's old self (who liked to collect and position dolls in various pretend scenerios as a hobby) has twisted into a horrific cybercontrolling form of it.

If you want d20 Mutants and Masterminds is good. The GM's kit makes it easy to make characters on the fly but the players can break the game if they build their characters to min max.

It was an old touch i had a little while ago.

I was leaning towards a "signant" ring, especially since its on his index finger rather than his ring finger. But i'm not opposed to the idea of a Mrs. Bizarre. Perhaps as a much more mundane lady. IE someone who isn't a wizard, theif, adventurer, superhero or villain.

Members of Evergreen are both terrified and elated to now have a small god on their side. But some members are concerned that the firebrands of the group are going to talk the Atlantean into doing something everyone is going to regret later. They're so desperate that they've contacted Mountain Lion and asked her to come back to Evergreen.She was always the level-headed one of the group, relatively speaking. Maybe she can talk some sense into the firebrands or the Atlantean before its too late?

The PCs can become involved if they're investigating Evergreen and suddenly find Mountain Lion among their number, or if they're working with the Atlanteans or other "3 Earths' heavy groups and become tasked with finding out where a young missing Atlantean has run off to.

4. Invasive Species

Evergreen has always been anti-robot, but ever sense Mountain Lion left they've been getting more and more anti-robot each day. Some older members are wondering if they're on the path to becoming a hate group. They've reached out to Mountain Lion to rejoin Evergreen and seize control before its too late. The PCs and Mountain Lion have to grapple with the question of whether its best to try and control the group by letting Mountain Lion become leader or whether its best to wipe out Evergreen once and for all. Mountain Lion will be in favor of the later.

Alternatively its already too late and Evergreen is plotting to assassinate robotic mind-controller KILLER CODE as she's transported for her trial after attacking the annual Brazilian Super-Heroine Bikini Contest. The PCs and Mountain Lion have to protect KILLER CODE from assassination and then quite possibly protect the assassins from KILLER CODE'S minions and fans (the robot mind controller has a shocking number of people that -want- to be her mind slaves).

Mountain Lion is a low impact character. She's not a super-builder and she isn't out to change or improve the world. She's out to catch criminals and bring them to justice. She's a simple character with a simple motivation and is ideal for use in a traditional "super criminals vs super heroes" game.

I had one idea.

Ernst Rudolf Rothschild invented the first Robot before WWI. It was controlled by a wired remote control and intended to do heavy lifting and industrial work, but sort of stumbled its way into being a proto-superhero.

Could possibly fight on Germany's side during WWI. A hero to Germans. A villain to allies. Or did some robot development.

He could either die or flee Germany in the lead up to WWII because of any myriad of reasons; Being/becoming a Pacifist, SS on his tail, Etc.

His Robotman's tech would be re-purposed and reversed engineered to make the first robot superhero.

Rothschild Robotics Company would eventually be responsible for the prevalence of robot heroes post WWII.

M&M uses the d20 system you might be familiar with from D&D, but a lot of the excess baggage from it has been stripped out to make a much more streamlined system. It's still the same basic mechanic of d20+modifiers compared to some sort of difficulty.

The things I like most about M&M are the point-buy powers, which allow for a lot of creativity (and some munchkining) and the Freedom City setting. Between 2e and 3e, there's a HUGE amount of setting out there for all game types.

But that said sometimes "dead loved one" can be a little overrated. And Doc Chase has the broken home thing going on with Harpy.

I'd say leave it ambiguous. Did she die and he's touchy on the subject. Or maybe she still lives but always worries about bringing this weirdness home and it ever hurting her. So keeps distant around his friends.

Or perhaps both. First wife died tragically, and after a long time of regretting and angsting over it has found love again, but is now super protective of her so that he can avoid having it happen again. Basically going from Gwen Stacy to Mary Jane.

Maybe, but cliché is not always bad. I would recommend another villain doing it, as The Pale probably couldn't. You know how I said his mind was a twisted oak? Well when it comes to non-lethality, that's the root. It should be clear by File 3, but Chase is still in there, just warped, and he would never kill. Not anymore.

Captain Justice is a name that holds special reverence for Texas. The first recorded Texas Mystery Man way back in the late 1800's was ex-Confederate Captain Moore who was known by his men during the Civil War as "Captain Justice' for his unshakable sense of justice and duty. He never mistreated an enemy be they Union, black, white, Indian, or anything. "All men are equal before God and Justice" was his motto. Got an idea on Palmetto Bug. Could he be an inspiration for monster "The Thing" style heroes? Could he be leader of a kind of Doom Patrol team?

He favors hard work and integration for monster heroes, and this makes some monster heroes of the SJW variety upset with him. "How dare he hide his face! Why can't bug be beautiful?" They see him as an Uncle Tom Monster when he should be demanding that societal standards of beauty change.

Basically he knows his appearance, twitchy nature, and eating habits make people uncomfortable so he takes measures to be discreet. But other ugly heroes believe that society shouldn't be disgusted in the first place.

Would this be okay to work into his write up or would it be too soapboxy?

I'm seeing a misfit from the mystical archipelago where he was isolated on his island with his people sense he was born (can swim through land, not water). Explorers found him and told him about this wonderful place called the United States that had lots and lots of open land in the mid west and was relatively tolerant of weirdness.

He works as a super-plow, tilling the land of entire farming communities which treat him as a good neighbor. He's naturally shy, but compared to other "monster misfits" he's incredibly well adjusted. He's the one that pushes less adjusted members of the team to find some way to integrate and work with human society.

i met some of the guys doing the Valiant relaunch at a local con a couple years back. got a couple free number ones and a signed volume 1 of Archer and Armstrong.

Archer and Armstrong is the adventures of an immortal mesopotamian turned party goer bum who's hung out with gallileo and michaelanglo, and his ex-fundamentalist christian super assassin. I've been meaning to read the rest of their run.

The latest Moore to take up the name is young Noah Moore, a frail and weedy man that makes up for his slight built with super gear (all of which is domestic made, no Captain Justice has ever used Italian imports as a matter of pride) and powerful passion.

Ever sense the creation of the Statesmen Texas has elected a Captain Justice to its roster just as Main has always elected a Fisherman (or in the modern case Fisher-Girl). Noah was a shoe-in to win a seat and he did. He is determined to live up to his family's legacy and motto.

POWERS

Captain Justice has no super powers, but he is a highly disciplined hero that keeps a cool head in combat regardless of how dire or weird it seems. Noah makes use of gadgets and armor to fight crime, a Captain Justice tradition that goes all the way back to the first who fought with customized colt six shooters that fired a variety of ammunition such as sacred silver bullets obtained from his adventure with Alien God Killer, magnetically charged micro-tesla coil bullets fashioned for him by the man himself, and "stampeder" explosive bullets.

Previous Moores have tended to favor close combat gadgets sense Captain Moore's time. The Captain Justice of the 1980's made use of special whips that coiled and moved to his mental commands. The Captain Justice of the 1950's favored a large customized riot shield that could fire off pulses of force. But rather than try to compensate for his slim build Noah has decided to take the legacy back to Captain Moore and focus on ranged combat.

Noah wears a heavy suit of powered armor that slows his agility but provides excellent protection from all sorts of attacks. As with all who have been Captain Justice Noah's suit is crowned with a metal piece shaped into a old west cowboy hat that can function as a police siren.

Although the first generations of Moores were heroic outlaws that fought against those that hid behind the law Captain Justice has been vested with all the authority (and more) of a Texas Ranger sense the 1950's "Super Ranger" bill was passed by the Texas state legislature.

For weapons Captain Justice makes use of his special "justice grenades" which can be either thrown or fired from two "justice launchers" that resemble enormous six-shooters.

His "justice grenades" are high-tech and versatile weapons. A normal grenade is thrown, detonates, and discarded. But this is not so for a justice grenade. Each grenade responds to Noah's thoughts using the same technology that allowed the 1980's Captain Justice to control his whips. Noah can order his justice grenades to detonate on impact, after a period of time or at his command. Each justice grenade is capable of delivering certain kind of non-lethal blast chosen by Noah before use to best match a certain opponent of situation.

Noah's most common model of justice grenades is able to release a flash bang, knock out gas, immobilizing putty, a taser like blast of incapacitating electricity, and an anti gravity field.

These grenades are not discarded after the first use. For instance, Noah could launch a justice grenade having set it to release gas upon impact. Once it does so he can have it release a burst of electricity if his opponents are unaffected by the gas, or have it release an antigravity field if they still seem unaffected. Or Noah could have the grenade lie dormant while the battle builds, activating it later to surprise opponents.

Each Justice Grenade is also fitted with a tiny motor allowing it to roll around the battlefield at Noah's command. Even if Noah misses hitting his target in a salvo of justice grenade blasts those same grenades can all rush at the opponent.

After a battle is over the grenades can be recollected, recharged, refilled, and reused.

do they have any access to super tech/and or magic? either from the government or some local super who donated it to help them out?
how do they work with supers running around solving crimes and causing it, do they just let the superheroes handle the supervillains while handling the more complicated stuff or do they try to be a little proactive about it?
are there any supers that didn't put on a mask and instead become a cop?

Considering Cape World seems to be used to some of the weirder happenings, I imagine the police are armed with some advanced technology to deal with super villains but at the end of the day the PCs still need to be the ones to save their asses.

The rest of them are coming along nicely, too. Assuming that the parts still in white are the ones you want color suggestions for, I'm not too sure myself what to do with Trinity's jacket. Making it black kind of overdoes the lack of color in a design that's supposed to be a little circus inspired. Maybe a pattern of blue, red and green? Though that might be difficult to keep drawing consistently.

I'm thinking some combination of the three colors, or a separate one. And this is all assuming that you're going with the previous design of her triplets all being their own color, and the "main" Trinity being something different.

As for Baron's pants, I'm not sure if they should be colored in. White pants go pretty well with the rest of his outfit.
Not sure about his ascot, maybe something silvery? I think silver would go well with the gold trim on the coat and the rest of his clothes.

But those are just my suggestions. What you have done so far is great. Especially with Blue, again, very very nice job with her.

>How do capes work with cops?

Depends on the country.

In Russia and China all supers ARE the police/military. In Germany supers are encouraged to stick to using their powers only in extreme emergencies and letting the police handle it, so supers that want to fight crime often become cops. In America the police have a good working relationship with the vigilantes (think Batman and Gordon) and there is some crossover with police becoming capes and capes becoming police and some that make the distinction murky like Captain Justice. Generaly it depends on how much you want to keep your identity secret. Cops don't have secret ID, and America has many programs that allow anonymous super-people to assist law enforcement (can we call them Gordon Laws?)

In Japan capes are traditional tightly regulated by the government in Tokyo but there are plenty of independents such as the KINGs. Generally if what you do is of great importance (such as fighting off Overlord Darkness's latest organization of evil) Japan will leave your identity alone.

Africa has supers as kings and rulers, their authority being heads above the authority of a cop.

SWAT guys the world over probably make use of matador suits and energy weapons and other super science goodies. The average cop's layout will depend on the culture. Japanese cops just like in real life aren't armed with anything more than baton at most. American cops probably have a multi-setting energy pistol. NYC cops probably go around with more than most SWAT teams.

If they're eager to play I'd give them pregens and run them through a premade adventure(for MnM something with Professor Otaku or Emerald City Knights) but I think it's best you use session having the make the characters and flesh them out since cape games seem to be more narrative.

Noah prides himself on his gears ability to subdue a foe with minimal injury. The first Captain Justice disliked killing opponents, but circumstances often gave him little choice. Noah sees his non-lethal gear along with his legal standing as adaptions Captain Justice must make to better serve a brighter, better present.

If the GM wishes to run a less powerful Captain Justice he may take away his twin justice launchers and give him a more realistic grenade launcher like the kind real life riot officers use. The justice grenades can also be turned into single use grenades that lack their bells and whistles. Exotic attacks like the electricity burst and antigravity blast can be discarded.

In a fight Noah remains aware that his stamina is very weak even with his armor doing all the work. He moves slowly and with great care not to over exert himself. He does not chase after opponents, rather he uses his exceptional skill with his justice launchers to pick off opponents, even from miles away. He takes his time to line up his shots and trusts to his armors ability to protect him. In an exchange of fire power he's confident that his aim, quick wits, and versatile justice grenades will win out so he focuses on accurately attacking his foe and little on dodging or evading.

PERSONALITY

Noah is polite to a T, even to opponents wanting to kill him. The original Captain Justice was known to always give his opponent a chance to surrender, and often gave them multiple chances throughout a fight. Noah keeps up the tradition.

Noah is polite, friendly, and hardworking. If someone looks like they have a problem he'll ask to help. If the Statesmen need a member to travel across country to fill in during a visitation to school children for a member that canceled Noah will be the first one with his hand up. He's a born leader comfortable with taking the initiative and naturally falls into the role during operations with his teammates.

One of the coolest things you can do is let each player give their own character an "introduction." They can resolve whatever small crisis they like (hostage, mugging, fire, etc.) and let them show off their character and powers in the most flattering way possible. It's like how Spider-Man's signature scene is stopping a mugging in an alleyway with his powers, then leaving the muggers hanging from a lamppost covered in web.

mostly because her duplicates are red, green, and blue. The colors for light, and when they come together they're white.

RELATIONSHIPS

While the Statesmen have no official leader Noah like other members like BLUE CRAB and BLACK MINISTER II naturally falls into the role during missions due to his legacy and personality. He is widely loved and respected by teammates as much as he is by his state. Young and new members such as FISHER-GIRL and WAVE-RACER see him as a role model. Older and veteran members such as HAUNTER and THE LIBRARIAN see him as carrying on the Moore legacy with grace.

All and all he's a very successful superhero. Even his arch-foe LEGACY couldn't prevent him from getting voted to the Statesmen let alone pilloried by the state.

While CAPTAIN JUSTICE has had many foes such as the the RED CACTUS GANG, descendants to the name if not the blood of the first Red Cactus Gang Captain Moore fought, none have been more of a challenge to beat than LEGACY, a self-styled "Warrior for Social Justice" that was a hero, not a villain, although he fought to put an end to Captain Justice just as hard as any villain.

LEGACY is a white male, although people believed his claim to be a female Navajo when he first arrived on the scene in a near-exact replica of Noah's armor and wielding near-doubles of his justice grenades and launchers.He claimed that Captain Justice was a symbol of oppression. The first was a Confederate. Another was a member of the KKK. One was a McCarthy witch-hunter. Legacy argued that Noah Moore could not make up for the sins of his ancestors by carrying on their legacy. The slate had to be wiped clean, else Captain Justice would forever be a living, breathing, oppressive symbol of racism and intolerance.

LEGACY fought hard to become the replacement Captain Justice. He fought to win over the hearts and minds of the people by outdoing Captain Justice in catching criminals and protecting people. He wanted to show that he could do everything Captain Justice could do but without the problematic legacy.

Noah, ever the gentleman, was just glad there was another hero in town. In spite of his efforts Legacy was unable to steal the vote away. He was not a graceful loser and claimed his loss only proved how tolerate Texas were for oppressive symbols.

Noah tries to be friends with all Statesmen, but he is perhaps the only one who is friends with Alien God Killer. The ancient god took a liking to his ancestor when they "teamed up" and is amused that as the decades pass him by in the blink of an eye there is still a Captain Justice very much like his ancestor. It is almost as Captain Moore was in his own way an immortal like himself.

They don't talk much. They have little in common. One is a man and the other is a god. But Alien God Killer occasionally tries to strike up a conversation with him, ask him how his family is and things like that. The two can usually carry on a conversation over coffee or beer, even if the two mostly have to pretend to be interested in what the other talks about. Awkwardness or no, the two deeply appreciate the bond they share.

In terms of interacting with the PCs Noah can fill many roles. To new supers he can be a mentor. To older ones he's a sign that legacies are being kept in the best of ways. Private and shy capes may find him prying, but others will appreciate that he wants to be helpful.

Noah can work with just about any group of PCs and is used to filling in for other Statesmen on a mission. If a player suddenly can't make it to the session a GM may consider having Noah sub in for the player's character during the session.
