Specialty seems like just another source of income. Maybe it could provide different bonuses, like Narcotics you know advanced discreet distribution methods (socialite parties, brothels) that raise less heat or you know how to cut drugs with other drugs making them more addictive and profitable(while raising heat).
Maybe some Captains would actually raise your Heat because they are so fucking ruthless or they are Necromancers/members of pariah races. They would get a Bonus to Wealth or Influence to compensate. I also noticed there are no obvious Dragonkin Captains.
