If the infant isn't full-sized yet, it has to contain enough nutrient to support the infant for the next whatever until it hatches.

It's pretty simple, really.
Laying an egg requires as big a birthing canal as an infant by necessirty, and thus, bipedal lizards will have wide hips.
Since wide hips are a reproductive attraction trait for them based on this necessity to being intelligent, their bipedalness would give them the exact same selection pressures for breasts humans had.
Breasts are there to be a front-butt. They don't need to be that big. If they were just for milk they'd be little nipple pads.
Following this logic, lizards could easily have front butts as well without any need for nipples whatsoever.
Evolutionary biology and sexual selection is a hell of a drug.

It's also useful from a design standpoint. How can you tell the males from the females? If they have breasts, and hopefully have to cover their chests. Easy. You don't even have to worry as much about proportions at that point.
Everything else, however, to the average person is a lot more subtle or gets in the way of character design. There's a lot of ways to tell genders without resorting to human or even mammalian standards.
a) There can be extra growth on one of the genders. For instance facial ridges, horns etc.
b) One of the genders can be significantly larger
c) there can be completely different colourings. Males can be bright, colourfull whereas females tend to shift towards natural tones.

Note that there is a reason why the concept of child-bearing hips exists for humans but not for other animals. It's because we're bipeds, which means our hip bones carry our entire weight instead of just 1/2. Our pelvis is stiffer than in quadrupeds, which leads to longer more difficult deliveries.
So, this is going to be a factor for bipedal lizardfolk, the same way it is for us. They may have some advantage if the eggs are somewhat flexible, but because a bigger birth weight has advantages for an intelligent species, it's likely that their eggs will become bigger until they run into the same barrier.
Sneks might not have this problem because they really shouldn't have a pelvic bone. Even if there is a vestigal one, it won't be stiff because the load bearing element is the spine all the way down to the tail. This is all if they don't follow the anatomy of RL snakes in the first place and have their womb in the tail with the vaginal opening close to the end. Incidentally, some snake species are even viviparous, so there is some basis to making the features of a mamalian top half functional.
