Depends on the world. Dataslates may have communicators and various programs in them, and there are miniaturised communication devices as well.
On the more advanced side, AdMech operates 'manifolds' that facilitate virtual reality and mind-to-mind communication for all participants.

I imagine most Imperial citizens write letters and speak in person, or on more tech-happy worlds have the equivalent of a texting service on their dataslate or a home vox connected via landline (both, obviously, heavily monitored for heretical keyphrases so a team can be sent to deal with them).

Honestly that's probably why most worlds use physical letters and personal contact. It's not that the tech doesn't exist, it's that perfectly innocent phrases get confused for heresy by the servitors on Channel 238 so they dopn't use the vox to ask the husband to pick up milk because they'd get gunned down for being Slaaneshi cultists for it.

Your smartphone only works because someone was considerate enough to build big radio towers every couple of miles that make phone calls to each other. Certain developed planets might have that network in place, but it probably wouldn't survive an Ork or Tyranid invasion for very long. Vox casters wouldn't need that kind of infrastructure, which makes them a much better technology to use in a warzone.

I liek the idea of Tataslates actually being modern tech or at least on par with a pip-boy and just held back because the average imperial citizen is too dumb to use them, and the average fabrication staff are those same citizens

It's probably a mixture of things that make them less than useful. Most planets won't have the infrastructure (satellites/radio towers) to make sure you have coverage, or the education necessary for the average citizen to make full use of the devices, and even the planets wealthy enough to have those things will still have extensive censorship of communications that will severely limit what you can use your device for.
