Isn't the Song of Ice and Fire RPG essentially designed for stuff like this? Check out one of the House quests in the archive, there should be links to PDFs and you don't have to use the setting.

Practically, yes, but some games have actual mechanics for politics and realm management.

Hillfolk/DramaSystem is one such game, as is Reign.
You could also look at the Kingmaker adventure path for Pathfinder.

there are two issues with this setup:
firstly, you need players who are willing and able to push the plot themselves, rather then simply following the setup.

Secondly you need a gm who can work with such players...

Ok and thirdly you need there to be a reason for a party to exist, and that one can be surprisingly tricky. Either way it exactly the kind of game I'd long to run/play.

This is one of the few good answers. The 3e material for it is all online and mostly complete, and has been playtested obsessively.

It's one of the 2E settings with the most ridiculous amounts of fan support because some of the old PBEMs are still running since the 90s. It only really declined around mid 4e.

The original 2E books were also gorgeous.
