Technically, the Mechanicus/Mechanicum is an entirely separate, self-governing empire that's merely allied to the Imperium of Man. Most of the time, it doesn't matter, because no one is rocking the boat, but from time to time, someone steps on the toes of Mechanicus independence or the Mechanicus oversteps their theoretical role as an Adepta, and butthurt and Byzantine scheming ensues.
