They appear to be mercenaries or pirates. The bay itself also looks like an aftermarket addition to the cargo hold, which helps.

Gyroscopic stabilization.
Avoiding sheer forces along the hull due to differing masses in each area of the ship.
Avoiding the wobble former prevents and the latter exacerbates.
Can have various redundant rings that can be easily sealed or quarantind without having to take up a section that cuts off one half of the ship from the other.
Reasons abound especially in space where fuckups in single unit systems tends to leak into other systems making multiple redundancies and therefore work arounds ideal. Only idiots would try to make ships barebones or "streamlined" by reducing "unneeded systems".
