So how come there isn't a guardsmen equivalent of the Legion of The Damned? Regardless of how they were made wouldn't it sooner or later happen to a regiment due to the sheer number of them?

The warp is infinite, and so are its manifestations. It makes the same process repeating itself unlikely.
However, there are living saints coming back to life and appearing in various points of the galaxy in 40k.
Had one guardsman undead npc that appeared in a DH campaign. His role was to avenge faithful servants of the Imperium, and his curse was arriving just in time to exact revenge, too late to save the faithful ones from suffering an horrible death.
Made for pretty nice conversations too, being not tied to the realspace timeline, as soon as we realized that this decaying warp-ghost was a friendly one.

This is actually a good question. DKoK are the closest thing they have, and they have the same locational limitations as normal IG regiments.
A regiment of ghostly, appearing-wherever-they're-needed IG makes perfect sense for 40k when GK and LotD exist.
