In one of early Fallouts, There's a perk with CHA requirement that lets you go over 10 in a stat and makes you gain perks every 2 levels instead of every 3. It makes CHA actually worth consideration.

Strength is a fairly uni-dimensional attribute, maybe even safe to dump. However, Charisma is used as a primary or complementary spellcasting attribute in certain systems, besides usually being required to play a diplomancer successfully.
This is taken even further by class or character features which add the Charisma score to defensive or offensive rolls (like the 'Divine [something]' line of feats in DnD 3.5, which allow a character to add their Charisma modifier to Armor Class, hit/damage rolls and what-not). At that point Strength is only required for loot capacity and/or roleplaying purposes.

Literally any class can work out fine without strength. Fighters can go dex based and avoid getting hit, Barbarians can do fine pumping con and soaking, and casters laugh at your pathetic idea of physical power. Str based characters are only useful for moving equipment, a task better left to an ass with a cart.

Additionally, Reckless Swing gives you advantage on attack rolls, while Primal Champion at lvl 20 gives you +4 to STR and CON anyway. Not saying you should dumpstat STR as a barb, but if you only rolled 1 stat well, CON is your first choice.

in 3.5 most of your attack/damage bonuses came from weapons and feats. Also, Rage in 3.5 gave the Barbarian +4/+6/+8 to STR and CON at lvl 1/11/20. 3.5's Base Attack Bonus pretty much made ability score modifiers for attack rolls irrelevant after level 5-6, whereas before then it only mattered if you rolled 16-18 for the stat. Again, I'm just playing devil's advocate, STR should still be your 2nd stat as a Barbarian.
