Depends on where you took the halflings and gnomes from. Namely those places are the true winners.
Pornographers.
Halflings are lazy homekeepers, but they tend to be great with knives and charismatic. Gnomes tend to be shunned by others and are hella spazzy but they're very inventive and motivated when pursuing their interests.
Gnome society will flourish given time, but the Halflings won't give them time. They want some peace and quiet right the fuck now, and are willing to band together to achieve it.

Even if we stick with stereotypes, there is, for instance, the issue of whether magic (assuming it exists) requires materials. Stereotypically, Halflings will win a straight brawl because they're heartier and as-strong as Gnomes, but Gnomes could potentially wipe the floor with the Halflings if they have access to Sorcery, which (again, stereotypically) more Gnomes are going to have than Halflings.Just playing devil's advocate...[/spoilers]
