He was the big guy who controlled the entire agency, who had a master plan to remove all of the hotheads from the country.
He crashed the planes during the 9/11 incident with no survivors to pass the Patriot Act, and when asked by the media whether America is involved in the 9/11 incident and why did the planes crash, he merely answered "They didn't fly so good."
Do not underestimate the CIA. He won't let you bring friends.

They aren't called agents first of all. They're called Case Officers, or these days Core Collection. CIA Case Officers have been described as having a particular type: they aren't typically models, but aren't bad looking, they tend to be disarmingly easy to talk to, they are simultaneously voyeuristic and highly jealous of their own privacy, they're often financially enterprising, and typically have a lot more empathy for the foreign culture that they're infiltrating than the average American. Typically they're from families that were associated with either the CIA or with the military from before the CIA was formed. Sometimes they're from diplomatic families.

Case Officers lie, but their lies have to be from a place that is authentic. As a rule they tend to operate most often under official cover with a diplomatic visa, granting them diplomatic immunity so that they aren't subject to arrest for espionage. The best of them don't use official cover because diplomat/spies are a classic trick and embassy personnel are closely monitored by counterintelligence for signs that they might be spies. Those are called NOCs.

Among the techniques that they use are elicitation, which is getting people to tell you things without knowing that you are asking. Common strategy is MICE, where they recruit sources through money, ideology, compromise ("I have the photographs" "You've been embezzling funds" etc), and/or ego.

Whatever you think spies do is probably inaccurate.

Let's assume I'm James Bond. I'm attending a large black-tie occasion full of diplomats who may or may not be drinking heavily. My mission is to buddy up to the ambassador of JustMadeUppenburg and find out if his government has a role, if any, in recent reports of human trafficking/bioweapons/whatever. He doesn't know who I am, or who I represent. Where do I start?

No. You don't pick the ambassador because the fucking ambassador has status, money, and influence that he isn't going to willingly betray his own government and risk treason barring something major going on behind the scenes.

You might start doing your laundry at the same place as the embassy clerk, and after feeling him out for an extended period of time and developing some sort of relationship you offer him money in exchange for access to copies of the same classified documents that the ambassador has.

You might just pick up on a diplomat who has been embezzling. Bet their paycheck at a local casino, then dipped into some funds to go bet more. She didn't win. You have a carrot in the form of money to replace those funds to offer her. You have a stick in the form of tipping off her superiors to the embezzlement and gambling problem.

If you REALLY, REALLY have to try to hit up the fucking ambassador? You get him/her drunk and hope that they let something slip while you chat them up and try to get them to elicit something. Alternately you mic up their hotel room and listen in there, because politicians love to talk.

It's how business is done. You're spying on them, they're spying on you, but you also have double agents, triple agents, "dangles" you offer for them to recruit who are planted to be double agents, deep cover moles, official cover case officers, NOC case officers, and even more shit involved you couldn't even guess at. You have to be high up to even have enough info to kind of maybe understand what's actually going on.
