So it's the D&D Grey Guard along with the necromancers and assassins that are in literally every evil deity's following in D&D. Oh, and the evil countries/evil cults are caricatures of evil plans, just hating random things to be evil and ruling everyone with an iron fist.

Yup. But even a servant of the Law is only a servant of his take on the Law. Feds and county sheriffs only enforce a small subset of laws, for example. Similarly, evil acts are anathema to paladins, but chaotic acts, whatever they are, are not anything he needs to care about at all.
Some may argue that Neutral Good is the most "pure good" alignment. I totally disagree, being half and half on one axis doesn't impact the other axis. The paladin is exemplary of this, at least in my opinion. He, like most lawful good characters, use the law as the means to an end with goodness.
