Their tech patterns aren't precisely modular. They can't just rip out the anti-grav designs from servo-skulls and jam them into a jetbike. That'd be "Innovation," which is Tech-Heresy.

No, they've just lost the jetbike tech.

Servi-skulls, grav-chutes, various flyers (all Imperial flyers are VTOL, ones with hover mode are merely designed to fight that way, not just take off and land), grav-vehicles, etc. Grav-tech is still very rampant, it's just not used like with Tau, Eldar or Necrons. Imperium relies on the more simple, heavily armed and armoured tanks than the quick and light hovercrafts.

More like they don't know how to upscale the tech to be used for something like a Jet bike.And it takes them years to do R&D so maybe in another 10,000 years they'll figure out how to make a new pattern jet bike and then the one Forge World that can make it will be blown to oblivion and all that work will be lost yet again.

They are allowed to innovate, admittedly only past a certain level of importance (having influence protects from being killed off; "friends in high places" to put it simply), but since it takes decades of testing just to declare that a new style of helmet isn't tech heresy they take forever to create anything new. Also if you want to develop something entirely new, something not based off the modification of existing designs or something simplistic (i.e a better toaster = okay, a new form of golden throne = healing robot = tech heresy) you need to be very high ranking and even then must attempt to disguise it's creation by "finding" and STC or by other methods.

To put it simply they are advancing, just so slowly and ineffectively that they lose more from invasions, real heretics and shit than they learn as a general rule. Thing is though that there are so many forge worlds, with so many different magos and such working on advancing humanity, or rather their world, that so long as one or two are never hit too badly the imperium's knowledge maintains as they can send data banks of info on toasters and shit after the clean up of the invasion.

Plus, they do on occasion find a STC for something good. Then nepotism kicks in again and it gets locked away in a vault on a forge world that gets invaded and lost, given to a inquisitor or just out-right is lost in the massive mess of their government, later resurfacing in the hands of a guardsmen instead of his daily ration bars. They might then get it back but chances are it will be damaged, lost again or corrupted by chaos. Such is life in the leprosy-ridden Imperium of man.

Keep in mind that people in 40k actually innovate and make new designs on occasion, then lie about it being an STC design so it won't get shit on by the AdMech

Generally, innovations are only ever implemented on small scales.
For the Imperium "Small scale" might still be dozens of planets. But it's not feasible to adjust a lot of production lines that are making things needed NOW.
It's nice that you made a lasgun pattern that is twice as efficient and slightly more powerful than the ones we're making now, but it'll take us months to actually set up to make those on a scale that matters, and we needed a million more lasguns yesterday, so guess what we're not doing?

Anti-gravity plates are actually not from an STC. They were re-invented by Arkhan Land, who found some unrefined data in the same trip he found the STC for land's raider.

They just lack ways to scale it properly. The Imperium can easily build anti-grave generators for small and light things (like servo skulls), and they can build massive ones that help huge dropships land and take off, but they can't easily make ones that are powerful enough to lift a jetbike or an armored tank, while still being small enough to fit inside the vehicle. Space Marines do have landspeeders, but they're quite difficult to make and maintain so other Imperial forces don't use anything like that.

Not much. The reason servo skulls are made out of skulls are symbolic/religious: a faithful servant of the Imperium may be posthumously rewarded by having their skull made into a servo skull, allowing them to serve the Emperor even after death.
Imperial equivalent of AI uses organic neural tissue, or vat grown replication of it, (since a fully machine-based AI is massive tech-heresy) so a servo skull may have miniscule amounts of the person's brain tissue grafted onto its circuits, but that's the extend of the organic parts.

You are mixing two kinds of technology. Humanity once had Jet and Grav technology but at some point lost Jet technology.
