Drow are a kind of dark elf, not all dark elves are Drow. Drow is specific to D&D. Dark elves are not.
I use the terms interchangeably. Drow is a nice word.
Even in Forgotten Realms, Dark Elf more properly means the race of elf that fell and became the Drow. They weren't as starkly black and white (in more than the literal sense) before they were cast into the Underdark after betraying their kin. Of course, high elf historians wouldn't dare admit that there was a difference, as the dark elves/drow did everything wrong and are never right ever.Which is mostly true at this point.

Drow are a completely separate thing. Still a complete wank fantasy (BDSM dommes in that case), but very different.
Raymond Feist's Riftwar saga has dark elves as being dangerous and 'evil' to an extent, but they look almost the same as normal elves, save for more beautiful or handsome features and darker hair instead of the lighter hair of their woodland cousins. Aside from dark hair, humans are hard-pressed to tell them apart if they didn't wear baroque armor and slaughter people by the dozens and use poison and other nefarious deeds.

God, it's been so long since I read those books I can't recall what the reasoning was for dark elves being that way. I think he implied it was just due to their living situation? There was a lot of infighting with the dark elves, and there was that faction whose name I can't recall who were basically dark elves but didn't fuck with humans.
All elves in Midkemia were basically tainted seed due to the Valheru connection, though. And as I recall humans didn't think much of other elves either, they were a rare sight and probably distrusted equally.
In many D&D settings, "dark elves" and "drow" are used interchangeably. Note, however, that in Dragonlance "dark elf" means "banished from elf society becuase evil" and has no bearing on the actual appearance (and in fact, "drow" don't exist).
Outside of D&D the term takes even wider uses.

Actually the term Drow has made it out into the world, probably as part of the 3.X OGL.
Cases in point: Pathfinder has Drow, and DotA 2 has the Drow Ranger.
Beholders and Mind Flayers are the ones that are WotC property and they refuse to let go.
In my setting drows and dark elves are the exact same thing, and the terms are used interchangeably so yes.

In mine they were a peaceful society until man invaded and slaughtered tens of thousands of them. Luckily the dark elf gods got revenge, though the dark elves are more suspicious thanks to their new perspective of their gods.

Drow/Trow is a term borrowed from the Orkney islands and describes a kind of mischievous fairy that combines elements of nordic trolls and irish mythology little folk.
Dark Elf refers explicitly to the violent, angry and malignant type of elf in northern mythology.
So even from their original sources, we can clearly establish that either is supposed to be otherworldly shits that are a fucking pain to humans.
From a fantasy standpoint, only DnD makes the combination, while other settings apparently just stick to 'Dark Elf' in order
distinguish themselves from DnD.
In that regard, you may choose to use the terms interchangeably or describe two different societies that vaguely resemble eachother.

Dark Elves, for that matter, are either replaced with literal Black Elves, who're the mythological origin of Dwarves and who're more like a caste instead of a whole different race, or kept alongside them as a different society off to the south or something.
