I really don't think Lightning Helix is particularly overpowered. I mean, it's good. Great even, but it's not even run in every burn variant.

Lightning helix is a close second, but the R/W mana requirement severely limits the amount of decks that can use it.

Cancel exists because Wizards is slowly and/or not so slowly watering down the power level of magic. We've gone from Counterspell to Cancel (and all its variants) to the abominations of counterspells released in SOI. They're an embarrassment.
As for actually broken cards, I'd vote for Desacration Demon. A 6/6 in the air for 2BB? What were they thinking?
It's even more broken now that mana burn doesn't exist.

It's fairly underpowered compared to most similar spells. Lightning Bolt is 3 for R. Shock is 2 for R. Incinerate is 3 + no regen for 1R. And there are many other variants. The only reason I would run Lightning Helix in a RW deck is for novelty, or if I don't have the other options for some reason. Requiring the extra colored mana (and being RW, rather than RR or something similar) is actually more restrictive than you might imagine.
