I'd do so, but out of a much more cautious approach. I'd explore and research what I can, and find some suitable candidates for research assistants who can later become apprentices.

Magic needs to not be seen first and foremost as a weapon of war in this modern world. Once we start down that path, all of the other applications of magic will get shut the fuck down as governments scramble to grab every bit of magic they can and then hide it for themselves.
Magic should be given the chance to change the world for the better.
So I will use magic to seek out people who are the right combination of clever and genuinely good. It is a common saying that power corrupts. This is false. Power does not corrupt. Power reveals. What you choose to do with power, when you believe yourself beyond the reach of law and consequence, that is when you see the difference between those who are good because its what they choose to be, and those who are good only for fear of punishment.
I would teach some of my tricks to these rare worthy apprentices, and then encourage them to learn more themselves. I would play with my cards close to me chest and avoid using magic was clearly offensive or defensive in nature. Except that military technology almost always turns into civilian technology. WW2 resulted in one of the biggest bursts of technology the world has ever seen. Huge amounts of developments in micro-electronics only occurred because of military research during the cold war. The fucking internet was a military invention.
It being seen as a weapon of war would increase the amount of development into magic that would be done. Research is always more efficient when better organized.

to understand the potential of human magic and make it useful and beneficial, you could well compare it to being born sighted or without eyesight or with better or worse eyesight.
1. We should develop and protect it as we do with eyesight.
2. Though those without the ability should be listened through, we may need to take their input only in relation to the perspective of those people that do have some of the ability.
3. There could be concern that people would use eyesight to lead to crimes and sins, or directly use their eyesight in the commission of crimes and/or sins. For all that though we would not well blind people for those reasons.
There could be some other useful numbers to add that I do not have at the top of my little mind.
What I would do - teach the general public some things like these so that energy emissions of the body could be understood and managed more like the other traits of health and fields of biology and science.
