That's a bit of a stretch. Sure, they decide for you whether you're a soldier, a pilot, a builder/scientist, or a diplomat, and in that way they make sure you serve the Greater Good, but "no personal liberties"? Not-being-allowed-to-choose-method-of-contribution is not the same as all-liberties-removed. They may have a huge assortment of off-duty diversions to chose from. The rampant farsight-support from within the empire itself demonstrates that there's possibly too much personal freedom.

Long story short, a Shas'O is conquering Imperial outposts for the Greater Good and is on a winning streak, the Water caste considers this to be a bad choice in the long term compared to diplomacy, but they can't denounce him openly since it would crackle the picture of the unity of the Tau Empire, so they ask the Imperium to provide a team of assassins to kill the Shas'O, and only give them intel, for plausible deniability.
