It doesn't. The setting went to shit a long time ago, and it's the Imperial Guard, Imperial Navy, Titan Legions and AdMech that do all the heavy lifting anyway. Marines are popular and get fagged up hard in the lore but they're a minor element, like Delta Force compared to the entire US military.

Those teams of a handful of rangers regularly defeat Planetary threats all on their own, if not Galaxy scale ones.

The "Power" can and often is pass down to chosen individuals anyways, so all you need is a new aspirant to take up the fight!
