That'd probably have people who still believe that zombies could be brought back to life. An individual might have a zombie they knew locked up in the basement. A group of similarly minded folks might have even captured hundreds of them and if you look at the captured zombies you could see some pieces of food the fools decided to waste in an attempt to feed them.

Remnants of government agencies that tried to manage the crisis.

Bodyguards for VIPs

Military and police units

Navy crews at sea, especially subs. Nuclear subs would generate electricity that would be the core of rebuilding civilization.

Hospitals and other care sites. Troops dispatched to protect them would end up leaderless and might join with the hospital administrators by default.

Farming communities-- the farming itself would be a problem but the modern farm is a big organization that's isolated enough that they might be able to kickstart something.

If it's something that hit quickly enough, small local colleges in rural areas might survive. The college president would summon up the local campus police (which already answers to him), close the campus for the sake of the students still there, and then later dragoon them into helping manage the catastrophe and/or join the militia. Faculty would be interesting because they live off campus and most are frankly dead weight.

What you need is a defensible location, protected by armed/trained/organized troops, clear preexisting lines of authority, and a variety of skills. You don't need all of these, but the more you have the better you do.

Be sure to follow a power law in the size of your groups. They shouldn't all be the same size.

Governments. Militaries. Police forces. Possibly religious groups. Anyone with authority or higher access to food/weapons/safety OR large groups of like-minded individuals.

not OP, but I'd like to think that chances are, in the more immediate aftermath of an apocalypse scenario (like, say, mass nuclear strike), at least two or more of those groups would quickly make it an objective to try to link up in hopes of increasing stability and survival odds.

Also, funny enough, farming communities, at least in nuclear attack predictions I've seen, would be low priority targets, so, in theory, as long as fallout doesn't infect them too badly, food sources wouldn't be having too much trouble. There's a lot of 'maybes' though.

I'd say in more urban areas, primary objectives after some level of survival is ensured would be to stabilize power sources, if only because something like a nuclear plant without a crew could be disastrous. Like, worse than a direct nuclear strike.

Maybe I've just read too many john wyndham novels, but there'd be a problem with a couple of communities of middle class people trying to set up fascist/tribal states that slowly collapse via infighting and the middle classes having no useful skills outside of an office.

The problem is that in this day and age even poor people barely have skills. You have people who have worked minimum wage jobs their entire lives beyond counters. Just because they live in a shitty apartment and have to be worried about getting mugged means they know how to keep a car working or even grow a plant.

Traders. The armed, prepared business owners who defended their stock from the looters and kept a stable flow of food, water, meds and tools to those that could bargain for them. They work in small blocks, each picking off looters and thieves, no matter who they target, as even hamstringing your competition is bad business.

The Neighbours. Residential areas quickly divided into small groups, fighting and allying as day to day needs suited. They're the primary customers of the Traders and targets for Raiders.

The Raiders. Your classic dispossessed looters-turned-killers who banded together after the infrastructure failed and the Traders started shooting on sight. They roam, forming temporary settlements and striking out at random. if they find a juicy Neighbourhood they can milk, then they fortify and drain it for all its worth before moving on. They don't frequently ally or come into conflict, as they know they're just getting by, but will come to blows over staking claim to a particularly wealthy Neighbourhoods

The Scavvers. The dispossessed who chose not to devolve into animals. They survive on their wits and skills, scavenging, stealing, trading and working for their meals before moving on in search of greener pastures.

The Suits. Prepared, trained and educated, they form different groups based on a number of different factors. Corporate types hold up in their high-rise offices surviving on scavenged goods. Government employees living on what remains from the infrastructure collapse. They come in all shapes and sizes, usually with niche skills that can earn them a living from other groups.

The Shields. Police, EMTs, fire department, FBI, even national guard. Rather than devolve into factions like the rest, they strive to uphold some semblance of society, running refugee camps, distribution centres and taking law to the lawless.

You have a ready made pseudo code of laws, hierarchy and centres of community that are dispersed everywhere and popular in the more remote areas that are likely to be the last to collapse. Of course you're going to see the locals turn Taliban 2.0

The Brains. Researchers, scientists, doctors, students. They're seldom seen by most others, usually subsisting on some campus green living farming and solar project, protecting libraries and specialist equipment that will be needed in the future. If you can contact them, they're sure to having something you need, which they can provide for an obscure or confusingly simple price.

The Docs. When the hospitals collapsed and the power went out, people ran for their homes, leaving their loved ones in the care of those expected to stay. Nurses and doctors were forced to establish a hostage business. If the families of the sick pay their bill of food and meds, then the hospital continues to treat their loved ones, but without it, they can't afford to treat them. They aren't technically breaking their oath...it's just triage.

The Dockers. Cargo ships lay in their docks, unable to make trips anywhere without fuel and crew. The dock workers and sailors, often trapped and unable to return home, band together and live off the cargo they were hired to ship. These are the ultimate traders, with access to incredibly rare and niche materials. Imported sports cars, jet skis, boxes of 2000 unicorn necklaces, jars of celebrity breath, they have it all.

Apocalyptic Christian Cannibals. They figure the people who died of the disease were actually "raptured", and that they themselves weren't holy enough. And since we're all children of God all humans contain a bit of the divine. By consuming humans in a totally fucked up communion ritual eventually they will be raptured themselves. Most of them feel that way anyways. Some of them are in it because they like eating people.
