What are some good systems for unrealistic and ridiculous high action combat with impractical weapons against enemies that are very large and/or in very large numbers?

I hear Anima is rather good for that if you want to stat things out.
But I'd recommend Strike! for simple fun combat.

It plays fast and intuitively, actively rewards roleplaying during combat, has a fucking ridiculously fun setting which it shares with Shadowfist.
The setting involves time travel and goofy action movie tropes, hitting various archetypical sweetspots. You can run it in just one time period with no problems, or you can have Jackie Woo gangsters gunning down illuminati and superheroes mixing it up with kung fu masters.
It's just fun. Really the best system for over-the-top action.
