I fucking hate and suck at making maps - whether they are single building, a town, a city, a dungeons or a world. But they are such an essential part of any rp that, as a GM, I can't escape them.

Because any good map editors are for fantasy and I need to make a cyberpunk-ish city.

1. Draw some squigglies
2. Draw some more squigglies.
3. Designate squigglies as rivers and roads.
4. Good, now draw some rectangles along the squigglies.
5. Those are your houses.
6. The weirdest-looking rectangle is a church of major faith.
7. The biggest rectangle in the center is town hall/castle/imperial palace/Chief's blinged-out throne
8. Draw some squigglies along the sides of the image, then flood fill everything inside with brown.
9. Flood fill squigglies and rectangles with darker shade of brown.

Many city generators offer setting/skins to do that.
There also was Introversion city generator tech demo floating around, used to do stuff like this (with free 3d view, even!). Someone on /tg/ should have it and it's perfect for cyberpunk.

I have not used a map in my main campaign for the last 2 years, maps aren't all that essential unless you focus on tactics.
Making maps can be fun, but it is always a disproportional effort for very little payout. If you want flavor in your maps, steal them. There are so many great fantasy maps and countless historical ones.

For modern maps stealing becomes very easy. StreetView, realtors' websites, GIS, ... Usually it's easiest to just proclaim the world the way it is in whatever internet resource the players use and only make a custom map for special locations where it must be constructed for the game.
