Exodites and DE don't seem to have a problem with population decline, but then again the former just stay on their mostly peacful planets instead of feeling it's their duty to police the galaxy, while the latter jusy speed-grow childen in artificial wombs to get around the whole long-ass gestation period.
I kind of eel that the reason CWE in particular have a problem with maintaining their population is because of the path system. Consider that when on a path of artist or warrior or whatever, the Eldar are supposed to dedicate themselves fully to mastering the thing that path is about. Getting pregnant or raising children would get in the way of that, so they won't have children. Thus the actual breeding population of the Eldar are the small segment of an already small population that at a given time happen to be on a path where they could have children without it getting on the way of them mastering their path. And they can't really do anything about that since their whole society is built around following the path system.

The reason DE use artificial births is because it's faster and easier, not because they're infertile. And DE don't use clones. The vat-grown DE are conceived the "old fashioned way", but the fetus gets removed by a haemonculus and placed in a vat to grow. The haemonculi can also bring back dead DE, but that isn't cloning either. They take the remains and as long as the soul still clings to them they can use their technomagic to regenerate the body good as new.
Naturally born children are a status symbol, but that's because having "trueborn" children means you have enough money you can afford to go through the difficult and time-consuming process of pregnancy (which for Eldar takes years) and raising the child to be old enough to fned off for itself, instead of just doing it the easy way and having the kid grown in an artificial womb over the course of a few months. You fundamentally misunderstand their situation.
It is not that they are infertile, or super slow to breed (they do breed slower than humans though.) Their main issue is that they have an actual, physical population cap in the form of soul stones, that prevents them from just fucking like rabbits. The Craftworld Eldar do not want to have children if they cannot ensure that the child will also have a soulstone, and soulstones are super hard to come by.
Dark Eldar do not have the above problem, due to their philosophy of not giving a single shit about anyone besides themselves (and they themselves intend to live for ever, so having a soulstone would be pointless in their view). That is one of the reasons, along with the whole speed growing of embryos, why there are so much more Dark Eldar around than there are Craftworlders.

Actually Commorragh would be more like Las Vegas. The capitol of the Eldar Empire was probably somewhere in what is now the Eye of Terror, as that was where most of the planets were located. Commorragh started out as a port city in an important webway junction and became a den of debauchery even before the rest of the Eldar empire went full-on rapemurderorgy-mode because it's location in the webway meant it wasn't under direct jurisdiction of the councils that ruled Eldar society, allowing them to set their own laws (which basically boiled down to "legalize ALL the drugs!").

What about the many times Taldeer/Livvi would forget about their main quest in trying to find Lofn as either both of them would be too busy building up settlements in broken worlds, hoarding copious amounts of junk, doing menial labor (side quests).
