It is explained that the armor used by Ravem Guard differs from one used by Iron Warriors - it gives up some of it's protection for being lighter, quieter, less bulky. Doesn't work all that well in the trenches with all the weak spots and no additional plating, but the fact that it doesn't growl like an angry grox makes sneakig possible.

because real life stealth is often different than what is portrayed. Making a mad dash across open ground to get in position before the next vehicle column rounds the turn or not disturbing the area while you set up an ambush is more realistic than sneaking 10 feet past 100 baddies while they do clockwork patrols. You have to think of this in terms of 100 plus people being "stealthy" not one guy scuttling about in the shadows doing an ultra sensitive mission
this isnt to say an alpha legion or raven guard couldn't do crazy no detection stealth shit, slitting throats. Space marine feet are clown huge and displace weight, space marines can demonstrably shut off armor systems to reduce noise and SHUT DOWN THEIR HEARTS TO AVOID AUSPEX SWEEPS.

Marines in full armor bring several hundred kg to the table. No amount of "armor silencing" is going to make a giant walking around in a fuckhuge armor silent.
Being hard to detect on thermal or infrared is going to help you fuck-all when a good, old pair of eyes is enough to see you and your ginormous stomps can be heard from miles away. Black isn't even stealthy for fuck's sake.
