If you want the amount of skin they show to be one of the key things others will remember your character by, that's up to you. This can, as most other things, either be done well, or be a neckbeard wank fantasy. And, let us be honest, most often it is the latter.

I generally will go into detail about what my character is wearing, I have a fairly big interest in medieval and early modern clothing, and like to describe how the character is dressed since a lot of judgement that people make about people in real life comes from clothing so I feel that it helps sculpt how people will react to my character if I can describe it well.
