He was not paranoid enough. 2 of Primarchs fell in some way or another and he still had 18 to deal with them and reconquer the galaxy for the mankind. The more there is the less chance of corrupting bigger parts of your army. That's why Codex Astartes divided Space Marines into 1k strong Chapters, so than when one betrays it's much easier to deal with than with a Legion.
