Those are always relevant to one another, this is why people used to think menstrual fluid was holy. But it doesn't contain that much blood, it has a lot of uterine lining and "stuff" in it.
Either all women would die really young or menstruation would work differently, with XP being channeled into potential for pregnancy and then regained when you menstruate, so women would all level when they hit their periods and got the reserve XP back and pregnant women would be compelled to murderhobo as much as possible.
How would eating meat work? Or bone marrow, since that's where blood comes from? Does the GM afflict you with leukemia for being that guy?

Close, but it not quite. It's eating their soul and ending their unlife. You could drink another vamp's blood and become blood bound, but the blood alone wouldn't give you any extra disciplines/jump up a generation.
