Disney Villains Victorious: Gridlocked is the expansion of a /tg/ homebrew project based on the idea of a world, not entirely unlike our own, in which all the villains from modern Disney animated films and shows were not defeated at the ends of their movies. Instead of failing, they were victorious, completing their goals in part or in whole.
It is an America in which Syndrome’s island lair looms over Nevada, defied only by the mysterious and brooding Yokai of San Fransokyo, the horrors of the Oregon Triangle, and the eccentric Heinz Doofenshmirtz of the Tri-State Area. It is an America where the grasslands and oilfields of Oklahoma and Texas are run by the scheming Shego, Drakktech’s harsh meritocracy at odds with the collective drones of DOR-15 in the south. It is an America where the starving rebels of old Motorcity routinely delve into the Wasteland, David Xanatos watching from afar in his Orwellian headquarters of New York City.
It is not, however, a world completely devoid of courage, heroism or hope. Throughout the ruins of America, the Player Characters and their allies plot, plan, fight and strive to win their own victories against the villains that would rule them. The time to fight and to be free is now.

Incidentally, how would XANA conquer physical territory? Did it materialize a bajillion Krabs or something? Seems to me Xana would be an enemy to plague everyone's electronics across the world, being everywhere and nowhere, infecting nearly every electronic device from every nation everywhere, and holding the world ransom for mysterious objectives. Maybe shutting down or protecting certain systems to maintain or influence the balance of power.
But that's my take.

The way I imagine it, XANA used some sort of dedigitizer (like in TRON) that he used to terraform reality into Lyoko. He'd be a scourge to the world's internet if it was still a thing. Unfortunately, information travels a lot slower when half the planet is either occupied by aliens or frozen solid.

Problem is LA overlaps with the CLU Terminal. Better to have Doom have a small province with CLU in it.

Toon Town was a separate entity from LA in the movie. It should be separate here. Perhaps close to Hollywood?
Also, I always used the CLU terminal in LA to represent ENCOM's presence in the area. We might as well keep it that way.

Basically a splat detailing Victor VonDoom's rise to power in Latveria and Latveria's stance as one of the few "normal" places. An Anti-Hero in many respects. Basically this is the version of Doom that Doomfags wank over. Except he feels that razing the planet to ash is the best option.
