More or less, yeah. In general, radar and other fire control systems are pretty squishy and can often be taken out by otherwise minor hits. Without radar, the combat ability of a ship is heavily reduced due to the inability to respond against distant targets.
As such, when you have more ships each with separate FCS instead of one big one with a single FCS, a single hit will only affect part of the fleet's radar systems (and thus leave more ships in the fight).
