Can someone please suggest how I can make a good blue black control deck

No matter what the format is, you can wipe your ass with most of those cards instead of playing with them.

Blue for counterspells and brainstorm/cantrips and Jace
Black for disruption, dammnation, and maybe Lily
Splash white for Swords to plowshares, path to exile and a big win condition like Big elspeth.
Look examples like miracles and stoneblade, if i'ts for casual play, you don't need the original duals

Ideally you just want jam your deck with as many answers as possible, some card selection and a couple win conditions. If your lands are your win conditions it's even better because thats more room for actual answers.

Yes, but Capsize is the better card.

Well, I'd play this in that new Izzet commander deck.
One with experience counters.

Ok, here's a list of relatively cheap cards for you to start with:
First have cantrips/filtering:
4x Ponder
4x Preordain
4x Treasure Cruise
Brainstorm is also good, but these are better options if you don't have easy ways to shuffle your library. Mulldrifter is also decent.
Then add counterspells (8-12 or so should be enough:
Counterspell, Rewind, Negate, Dismiss, Exclude, Rune Snag, Soul Manipulation, Dispel, Mana Leak, Spell Pierce are all good alternatives.
Now you need some creature removal (6-10):
Disfigure, Murderous Cut, Dead Weight, Diabolic Edict, Chainer's Edict, Hero's Downfall, go for the throat, Doom Blade, Shriekmaw, Fleshbag Marauder
Sprinkle a little bit of nofun (4-6 total):
Cyclonic Rift, Pestilence, Aetherspouts, Drown In Sorrow, Decree of Pain
Then add a win condition (2-4):
Aetherling (best option), Tasigur, Grave Titan, Inkwell Leviathan
It shouldn't cost you more than $30 or so to build something with those cards.
