It's not certain.
With their decomposing appearance, and amphibious nature, my guess is that Shamblers are actually more like seaweed than true plants. A massive brown algae megaculture, like Kelp.
This would have several ramifications. The "brain" of the shambler, is most likely a modified form of holdfast, which instead of holding the seaweed to a rock or the sand, holds it to itself, allowing it join together.
Any actual intelligence is likely to be distributed. Meaning that the larger a shambler is, the smarter it is. And that chopping off limbs will make it more stupid.
Also, given the stipe of brown algae is unlikely to hold the creature up by its own strength, it's probable that it actually floats. The shambler's body contains many pneumatocysts filled with lighter than air gas, allowing it to shamble across the ground.
But this is tangential, we're talking about food. If we draw a strict parallel, then only the salt-water shamblers found near coasts are likely to be edible. Most freshwater algae are toxic to humans.
It's likely that when you dry shamblers out (taking a long period of time, they carry a lot of moisture) you'll end up with a lot of material you can use like nori for wrapping other things in as an edible coating, or being processed for laverbread or soup.
