They agreed to gene splicing. They used to look like freaks but now they're imbued with human DNA to look more humanoid. They have all of the strengths of their previous form and none of the weaknesses.
They are the neglectful yet benevolent rulers of the planet. They let humans at their own devices and if shit hits the fan they restore the order trough military force. They just want to get their tithe paid, nothing more and nothing less.

Does an extraterrestrial life form require sentience to be considered an Ayy?
Because while there's plenty of extraterrestrial life in my setting, none of it is sentient.

My xenos are, same as human, formed through 'Wave', which can be explained, as some sort of artificial energy pulse originating in galactic center, that carry memetic/genetic imprint. When the Wave hits planet with enough primordial slime life, it forcefully imprint itself to the matter, thus creating life, as we know it.
So, majority of higher life forms share many traits and morphology blueprinted by anonymous great old ones in greatest evolutionary-social-biological experiment of all times.
The ayys are communists and there are so many of them. For every ten ayys are killed there is only one human lost and somehow the fight is still even. Imagine short and skinny gray reptile-y dipshits that are really good at digging tunnels and have this strange effect where if you shoot their face, their head splits at the top and their brains splatter all over the place
The ayys in my game are just that, alien. Very little is known about them other than they have colonies deeper in towards the core, use some form of gravity manipulation to move their spacecraft, and to date there has been no successful communication with them. Humans stay on our side of the line, they stay on theirs, and that's about it.
I've got my players so spooked about them that they turn down any plot hook that would send them anywhere near that region of space.
