I really reconfigured this one a bit. A few minor buffs. I rewrote Eri's ability to have an impact on page 4. I moved options around so that similar ones & ones that reference each other are next to each other. Since while looking for images forpage 5, I found something more generic/less identifiable for Bruce, I changed the image there.

Marco is my tutor and initial source of credibility. He'll teach me how to further my badass nature and how to successfully run a criminal organization. While I would agree with you for modern times, social and economic institutions like government have collapsed. Even Bartertown doesn't have a government. The Legion had potential, but their technophobia and likely anti-intellectualism holds them back. Salvation City tries to directly copy and paste modern Old World institutions into a different, broken world.
Modern nations developed slowly over hundreds of years, but in the beginning they started out as competing tribes. And the broken world is once again stuck in a warring tribe phase. Merchants work fine in the modern period, but there has to be a certain level of law and order for efficient trade to happen. Contracts are meaningless without consequences and interest rates are incredibly high due to risk. Punishments, whether to individuals or competing states, must be more costly than the benefit of breaking the deal. We do that through intimate economic ties and monopolization of force by governments, neither of which are present.
So someone needs to beat down each tribe and consolidate power. Start out as a bunch of shithead raiders plundering. Discipline them over time. Get them fat and happy, teach them the value of extracting resources through threats rather than always having to raid. Start to take out other raiders in the area to gain a monopoly. Occasional tributes become a steady stream of income for "protection"; allows us to focus more on expansion, and partly aligns the raider's incentives with the survival and prosperity of the communities paying them. Slowly a sense of identity builds up in the raider group.
This process continues over time, over generations. Eventually those simple raiders become a disciplined army dedicated to the group. Government forms and grows in complexity. Bureaucratic and professional agents are educated or hired to perform services. We kind of become a merger of Salvation City and The Legion.

I remember breaking you with a 10+ overdrive agility/speed and negative durability builds and flying to high earth orbit and just killing everything by accelerating to near relativistic speeds. Back then it was heavily implied that your durability can't fall below zero, as zero means your suit is completely rekt, so if your build had negative durability it defaulted to 1.
I remember taking multiple shields to get crazy fucking defenses because there was no rule on how many shields or weapons you can actually get, the only limit was the amount of points available.
And the initial freeform RP before it became its own cancer tumor of a thread, I remember that as well, but only barely.
