First, he's with the military, trying to keep control of a population suddenly turned refugee. Second, they have the original AI they just have no control over her because in the disaster, her central core got separated from all of her ghosts, and all of her Admins (except one plot relevant guy) were killed, which meant nothing stopped her from severing ties with the humans and becoming independent.
So, the Leader is trying to salvage all of her ghosts and rig them back together to make an imitation of the original AI able to do the job. And then one of the ghosts (erratic, unpredictable things) picked up a sex program (due to one of the antagonists) and things started spiraling down from there as it becomes his only stress relief. A stress relief which is letting the antagonist poison the ghosts

If you want this to be anything but an eye rolling bit of magical realm you're going to need some element of tragedy. This is compounded by Famine who's under orders to get the ghost AIs wrecked to force the game plan back onto hunting the surviving admin to utilize the now-liberated core AI. Note - the ghosts aren't self-programming. They have exactly what they were left with and what the human programs are slapping into them. So they don't really think. They're like really really good Clever Bots that can also decrypt a camera feed to identify every single person in it.
He's also isolated from the people around him by virtue of outranking everyone, and being about 50 iq points above average.
Perhaps I need to roll back the frequency of him giving in to about three times across the plot. A mistake, a justified experiment in stress relief, and giving up when he should have been fighting.
