I'm thinking of a setting full of interaction of various evil factions. Possibly made by a single races.
For example, vampires headed by an ancient vampire, necromancers headed by a lich. orcs, werewolfs, slime people from a previous thread headed by the Slime Queen, witches headed by Empress Malicia.
Trying to create some sort of functional evil Empire similar to one from "Practical Guide to Evil"
So what are you favorite/homebrew evil races?

I suppose it depends on what you consider evil and how compatible that definition is with successful biological/cultural selection processes.
It probably shouldn't be necessary to say this, but, in general, large human social groups don't think of themselves as "evil". Much to the contrary, extremist ideals (however you define it) goes hand-in-hand with a greater ferverent belief in basic ideals that are quite understandable to most people (i.e. the archetypal "other" or "out-group").
In other words, functional evil should be functional first, *despite* the evilry or what have you.
Like a race of humans that is okay with not using coasters when placing iced drinks on wooden tables because they've got it into their sick minds that leaving rings on your buddy's table is a sign of endearment. Pure Evil.Or you can just use Kendar, though that's as far as functional as possible

Still, I wouldn't mind a werewolf faction in some wargames. They'd contrast nicely to undead, skeletons, and vampires for the spooky side of the factions. Maybe if I modify some KoW rules and find some good werewolf figures, didn't TTGG have werewolf figures in the last kickstarter?

You can easily have an "evil" society by changing the conditions that society must function under.
If 9 out of 10 children die before they reach maturity, then people not caring much about one being maimed is normal.
Make the society largely failed. There is a huge army to keep a certain enemy at bay which drains the coffers off the money that would be needed elsewhere (education, order etc). Without order corruption is rampant. Medical supplies are nonexistent because trade has been cut off, so the value of a human life is approaching zero quickly.
These aren't good living conditions so there's likely strong support for some movement to replace the government. Even if it's not a real civil war, the distrust will add happy backstabbing spice.
Sprinkle in an old elite that barricaded themselves into castles against this unfortunate situation and you've got the perfect recipe for an everybody-for-themselves society.

Hell, one of their leading warriors is a Dark Knight.Turns out the real king was killed and replaced with a copycat. Not only that, but the elite forces of said kingdom are under mind control. Hell, even the villain is under mind control by a god-like being.

I actually had a chance to ask him about that book. It was always one of my favorites, so when he had a google chat and was taking open questions from anyone, I told him it was one of my favorites and that I was wondering if he had anything interesting to say about it.
His reply was that he didn't have anything to say about that book specifically, but instead went on to discuss how it being Faerun-centric was a bad idea from a marketing standpoint and that splitting up D&D between settings was the reason that TSR ultimately failed.
It was an incredibly disappointing answer, and I've got a strong feeling that Lords of Darkness was more of Jason Carl's child than SKR's.
Regardless of who wrote it, it's a fantastic book, one that I still use for inspiration for my adventures.

You have Vampires (the most evil Nazis, Satanist led by Vlad Tepes), Zombies (those that did little evil, Vietnam Veterans), ghouls (them that did evil for a cause Edgar Hoover and Mother Teresa), mummies, werewolves (religious fanatic), lemurs, dragons and more.

PF has done some interesting things with them, but the religion aspect rather fell flat.
Dark Stalkers are the ultimate bandit lords, ruling with the power of life and death over their minions, demanding tribute from their hapless minions and enforcing their will upon the more free willed ones. Living in semi-deserted ruined cities in the Plane of Shadow, infiltrating the daylight world from the shadows and alleys, influencing those they come into contact with into doing their bidding. The clandestine overlords of the dark shadow of reality, being to humankind what drow are to elvenkind, duergar are to the dwarves, the troglodytes to the kobolds, the derro to the gnomes. Collecting treasures and wealth, carelessly scattering it about their empty, lifeless homes in the dark, sinister and silent and proud, their dark amusements done more out of a sardonic and sarcastic sense of irony than for any real purpose.
Imagine a person getting all the power and wealth they ever wanted and finding that it brings neighter happiness nor joy, only power and wealth they have no reason to spend. That is the life of a Dark Stalker. Infinite wealth, infinite power....and nothing to do with it all except gain more wealth and exercise power in meaningless ways.

The story is basicly that there were eldrich monsters once but they sleep now. But this diddn't stop their parasites so search new host, thus creating vampires and whatnot.

More specifically, the mummies are things called Archaeologists that look like ayys unless they wear human skin and were scientists who created tools of evil in their lives, the lemures were the victims of the other races brought down to torture them (not sure whose idea that was, since everyone just uses drugs to resist them and now they're pretty much a slave race outside of their home nation of Lemuriawhich got rekt by Dracula anyway) and Dragons are a specialised form of lizardmen, who... I'm not sure. It's either that they were obsessed with conquest, they were greedy, or they were gay. They seem to be a mix of the three now. Either way, I'm not sure what sets dragons apart from the regular ones.
