Why are rouge traders a thing? It seems such a useless thing

Why are rouge traders a thing?

It seems such a useless thing to create. When the emperor of mankind was conquering earth some basically held their own ground but you would it would of been better to merge them into your government.

Also. Mars. Why wasn't its leader turn into a trader?

To answer what I think you're trying to say, the Imperium spans the length, width, and depth of the entire galaxy. The distances between planets in a single sub-sector alone can be staggering. It's not a simple case of England's here and France is just a short hop across the Channel.

Planets can go for centuries without contact from any Imperial authority. One of the conditions attached to Rogue Traders when they receive the Warrant is to assist Imperial governance by going to these planets or, in other cases, to actually be the Imperial government on planets they've claimed for their own dynasty.

Actually, the concept of Rogue Trader predates 40k. The entire grimdark universe revolves around them as an explanation for why there are East Indian Company Conquistadores in Space.
Futhermore, the actual Rogue Trader RPG system is actually the second edition of Rogue Trader.

No one really created rogue traders as any sort of institution. They came about because of independent spacers conquering stuff outside of the Imperium's domain and selling their new territory back to the High Lords in exchange for ruling over it in the name of the Emperor. Think of them as Conquistadors. They can't be merged into any kind of centralized government agency because:
A) the Imperium is mostly privatized with millions of systems and corporations doing their own thing as long as they pay their tithes to Holy Terra. If you have enough cash and resources, and you're not a heretic, you can pretty much do whatever you want.
B) There's no "rogue trader agency" to fold into the Imperium. Rogue Traders do their own thing as individuals with their own private resources.
C) The Administratum is so backed up on thousands of years of bureaucratic bullshit paperwork that they wouldn't be able to merge any organization into any other organization until maybe M46. Maybe.

Warrants of Trade got handed out of a variety of reasons over a long period of time. Mostly to incorporate an independent power with warp travel into the imperium in a way that uses their capabilities without having them fucking up the administration, regular navy or hanging around too much. Its also a good way to send troublesome ambitious nobles far away, or maintain trade routs without having to create yet another branch of the administratum.

Mars doesn't give a shit about economics, the arch magos or who ever is incharge has far more important research and infighting to deal with than go around impressing savages with a las pistol in the goul stars.

Rogue traders are small time. Occasionally one of them succeeds with skill, luck, ambition and daring, but lots of them die or just ply safe routs back and forth.
