There are several instant speed discard outlets spoiled already and will probably be a few more, it's totally feasible. I'm not convinced it's good, but it's feasible. If it works anywhere it would probably be in some sort of tricolor control deck where the single U option can occasionally provide some useful flexibility in spite of the increased cost but decks like that usually run enough blue that that's unlikely. Um, I guess it opens up some nice pokerface moments? People usually don't expect a universal hard counter with only U up.
Ok, yeah, it's pretty bad. Hard to complain though, it is a strictly better cancel which means it's totally in line with traditional standard power level.

No. This is jus bad.
You have to pay 4 mana + the cost of your discard outlet. So you need a discard outlet that can be activate at instant speed, and the effect of that discard outlet has to be worth 1 + any additional costs for the outlet (most discard outlets in SoI cost 1 or more), AND the effect has to be useful at the time your opponent is casting something you want to counter. It's basically a 3 mana counterspell (mediocre) with a 2+ mana kicker (usually for something mediocre).
The only thing I can think of in SoI that seems worth it is Sinister Concotion. And that's not great, really. Two cards, 1 life and 3UB (plus the B to cast the enchantment ahead of time) for a counterspell and removal. Debatably worse than cancel + murder.

I think Werewolves can be good if they just made the human forms good. I think the flavor and mechanics of werewolves would be more interesting if they were bigger bodies when transformed but weaker abilities.
This gives your opponent a reason to try and have your dudes flip so it's easier to deal with them despite being 5/4s and 6/6s and 3/2s isntead of 2/2 and 3/3 and 4/4s and etc.
Werewolves biggest issue is this dumb idea that you're better when transformed, you shouldn't, you should be a beast not in control.
I do like the vanilla werewolves in that sense though.
