Smart choice would probably be something reaffirming that the emperor encourages scientific advance in the imperium, and legalizing artificial intelligence again.
Emperor doesn't even need to come back as a star child etc if that message gets across. They would have near enough the manpower of the tyrannids/orks and the technology of the Eldar and Tau

It's implied that shit is probably still floating around in the environment, though largely cleared out.
