My favourite system is Legends of the Wulin. It's the best system I've ever found for doing high action storytelling, with a lot of mechanical depth and an amazing blend of well thought out rules with narrative elements. It's not flawless, but it's damn good at what it does.

Best setting has to be Nobilis. The arcane and mysterious world they portray through descriptions and microfiction is just beautiful, always making you want to know more, but never revealing enough to spoil the mystery.

An honourable mention in both categories needs to be given to Don't Rest Your Head. It's an incredibly tight, focused game which is extremely good at what it does, with all the mechanics and setting elements supporting that single core premise. The Mad City is a fascinating and terrifying place to explore, and the system drives that expertly.

Yeah, the dreadful layout, editing and lack of fine tuning are the big flaws in it. It feels like it really could have used a little longer in the oven and another couple of editing passes, but Eos probably had to rush it out.

Most of the stuff they changed on mechanics was to make styles more balanced/easier to make new ones that are balanced and speed up combat that is insane long in Wulin.

Unless there's two martial arts RPGs called Dragon Pool, there's a pretty big distinction between the two just from the core system. LotW's dice pools allowing you to make multiple actions on a single roll is, IMO, one of the key strengths of the system mechanically, and from what I can see the Dragon Pool system doesn't support that. It isn't a bad thing, necessarily, but it's enough that it's fair to say the systems are mechanically very different.
