Depends on the focus. Is it on the monstrosity or the girlishness? If the focus is on it being a snail that looks like a human female its likely not a monster girl. If the focus is on the girl who happens to be a snail then it is likely a monster girl.
If it doesn't have the human face, then it's just "normal" furry.

It might help to add to it that monster girls usually have clearly divided monster/human parts. A centaur has a horse half and human half, while a furry if full on brundle-horse with the characteristics mushed together.

Centaurs are a poor example. Minotaurs are much better for explaining the difference.
If the female minotaur is a big breasted muscle girl with cow horns and ears and maybe hooved feet, she is a monster girl.
If the female minotaur has a cows head on a fairly "normal" (non-sexualized) body that may or may not have cow hooves for feet, she is a monster. If this is sexualized and supposed to be attractive its furry.
