In the homebrew fantasy-ish setting our group has, I'd make the cat be a mind-controller. Through cruel management of his human resources, he'd slowly obtain magical artifacts and newest technology to create an army in his image.
In short, have him manage an army of elite human bodyguards/assassins and golem cats breathing fire or shooting beams out of their eyes. Also a lot of possibilities for him to taunt the party through killing important NPCs and so on.

Make the cat the product of magical experimentation by a wizard to bestow an animal with sentience.

The wizard thinks it didn't work because the cat shows no signs of intelligence at first, but it's just a ploy. Within a month of sitting in his owner's lap, the cat has learned the basics of magic and kills his owner by tripping him on the stairs.

Make the campaign a mystery where the players must chain together clues and riddles across a myriad of hired thugs, assassins, corrupt politicians, etc., til they finally find the true mastermind of evil - a simple cat, playing with peoples' lives to sate his own sadistic boredom.

Make it a high level wizard or sorcerer. Mind manipulating all the BBEGs and tricking the party into thinking the BBEG did it all.

Giving the cat magic is too easy. Better to just give it the manipulative mastermind aspects others have mentioned, with the threat bring entirely from its many strategically-placed cat's-paws and lieutenants, and the various powerful artifacts it's gotten people to collect for it.

Have it be some sinister entity that was forcibly bound in the form of a cat by those who wished to oppose it, but could not truly defeat it. Let the PCs sense that something is off about the cat, and unnerving. Don't go with any of those silly looking squashed-face breeds either. Either go skeletal and hairless, or the gold old-fashioned black cat, possibly with an unusual eye color to suggest its true nature.

I would have it that cats are a strange and unknown beast in this land, and that a cult is mistaking the cat for a messiah of an evil god.

Mundane cat things such as are misinterpreted and commit atrocities in the cats name.

So the party finally defeats all the henchmen only to find a fat and happy cat being massaged.

Couldn't a cat be a good lich? Liches have to sacrifice lives to obtain lichdom as I understand it, the cat could easily sacrifice his metaphysical 9 lives, harming no-one and becoming a neutral evil (legitimate) or a chaotic good (optimistic) cat-lich?

There are a few different versions of it (Ceremony of Endless Night, Ritual of Becoming). Among other things, the earlier ones required blood from people freshly killed by a variety of poisons, blood from hard-to-get creatures like celestials and shit, and at least one infant ritually sacrificed by the celebrant's own hand.

You also had to drink a potion, die, make the equivalent of a saving throw, then hope you returned as a lich a few days later. At the end of this extremely risky and inhumane process, you immediately became an evil monster under the DM's control.


But yeah, the point is that you'd have to be a psychopath to even consider doing the ritual. Liches are permanently corrupted by hubris and supernatural evil, and that's that.
