as for the clones, im sure that you have heard on the news that we recently opened up the gene vault to attempt to settle numerous extinct species on other worlds in an effort to bring them back for the galaxy

untill they redifine the defination of a dreadnought or address the fact that carriers exist, we are not in violation of any laws put forth by this esteemed body. the terminus is always going dark Councilors. the comm buoys are notoriously unreliable at the best of times, you only have to look towards last month when the buoy connecting Illium to the rest of the republics went down for a solid week because it was that old.

as for these unsubstantiated claims of an endless human army, terminus warlords are always making clone armies, it is nothing new. it just so happens that this time they are using a human template instead of the more traditional Krogan or Batarian template. someone was bound to try at one point

You see Ambassador Ay, Ambassador Yyl, Ambassador Mao, we have received reports that there is a lovecraftian army of sentient warships making their way our our space.

What we intend to do is create an army to stop them. Not fight them, god no we wouldn't stand a chance. We're currently cloning a man from the 21st century known as Donald Trump, and putting the many many Trump clones into the Dreadnoughts.

We shall then put these Trumps into a great wall, one that shall block the warships from entering our space. And if they do, they'll have to punch through the wall, likely getting bit of Trump stuck in their gears and engines and shit. This should hopefully slow them down long enough to come up with a real plan.

We estimate we'll need approximately 100 Trumpillion Trump clones. We need so many clones we had to invent a new number just to count them. We needed the Terminus system to build more clone factories to keep churning out Trumps until the wall is finished.

My fellow Council members, your fears are of great concern to me, but yet disgustingly unfounded. While it is true that our new line of Imperial-class warships fit the description of Dreadnoughts, in all practicality it serves a completely different combat role than that of typical Dreadnoughts. While traditional Dreadnoughts have heavy armaments at the front of the ship, the Imperial-class warship only has medium gun batteries along it's side with multiple point defense systems across the entirety of it, depriving it of much of it's offensive capabilities. In fact, the Imperial-Class warship is designed specifically as a defensive warship, it's size effectively making it a sailing fortress, capable of holding a small garrison of troops. As humanity continues to expand throughout the galaxy, the need to protect the citizens of the Alliance grows increasingly more difficult, and the model of traditional warships proves to be too inefficient in the long run, in both resources and lives. While being ineffective in combat with other dreadnoughts, the Imperial-Class warship is easily able to effectively defend against the threats of piracy and small regional warbands keeping human lives safe from the villainous thugs that seek to destroy us.

As for the cloning facilities along the border region, I detest the implication that these facilities are connect to the Alliance government. Cerberus' treachery know no end, and I would be sure that they are behind this slander!

Besides, mine own are hidden deep in Alliance Space. That fool will pay for crossing me.

Our Supream Lord, Asdrubael Vect, has been working tirelessly to reduce the high rate of piracy in our system that arose from our unique location.
As for the previously mentioned cloning vats you are so concerned about, a stroke of genius on his part. Our plummeting birth rates will be greatly improved and building in foreign space hides their location from said pirates.

As for the sudden outrage against the Exchanges, we are most certainly interested in the "Ardat-Yakshi" phenomenon as we have things similar, yet different, and would very much wish to study them more in depth.

However, piracy is still a rampant threat that requires careful and precise targeting.
I would suggest you work on your defense grids, after all, mere laws cannot dissuade the lawless.
And without the backing of the great houses, these pirates are operating with very underwhelming equipment, it says quite a lot about your supposed value of these facilities and your urgency.

Perhaps we can strike a deal? We are spread thin as it is, but for our gracious allies, we are willing to sacrifice nearly anything.
