Technically she did actually care about him. Not enough to not get all of his friends killed, but she did care. She even felt guilty about it, not that guilt stopped her from going ahead with it. It almost did for a moment. But then it didn't.

In the fluff bits released since then, Liliana pretty clearly cares for Jace. He is one of the few people that she is willing to approach when she is in trouble, and more than once she takes action in such a way specifically so as not to upset or risk his life too much.
She also gets really upset whenever Jace goes off to save the multiverse instead of staying with her.
Jace, for his part, knows she is bad news but cannot stay away from her, and multiple times offers to help her even when he knows she won't accept.
