If the Codex Astartes is the ultimate strategy guide, why hasn't Chaos stolen it?

They have? Abaddon has studied the Codex very, very thoroughly, and most Renegade Chapters have at least one copy of it because they were once Loyalist Astartes who therefore trained under it, if not fully embraced its teachings.

What happens if Abaddon steals all of the copies in the whole galaxy?
>>

It isn't about how to make a good space marine, it is how to make a loyal space marine.

The smurfs will probably just commission a shitload more from their publisher(s). It's not like trees are a nonrenewable resource. Digital copies are probably widely available via dataslate, too.

This.

Also its basically "A guide to what the other side is thinking".

Loyalists have better training and support and logistics at the expense of being predictable.

You'd think the Codex would come exclusively in enormous, easy-to-steal leather-bound tomes complete with locks of iron and golden livery.

Seeing as the Grey Knights keep a small copy of their daemoncyclopedia (I forget its actual name) in an armor compartment, it's probably not too far-fetched for the Ultramarines to have put together a quick pocket edition.

Pocket Codex: for the Spess Mareen on the go.

I feel like this needs a "Checkmate, atheists!" or equivalent

Unfortunately, Codex-pattern armor is only reserved for the most elite of smurfs. The mooks have to rely on their pocket codex, or Pokedex for short.

The codex is everywhere. It's like the tactica imperialis. Shit man, even stormtroopers get to study the codex if they're very good boys and girls.

Thankfully the forces of chaos and disorder can't bear to look upon its holy text, for it shows them the ugliness of their own methods and how far they are from the noble scions of Macragge.

99% of Chaos Legions/Warbands couldn't organize well enough to mimic the Codex, and aren't large enough in number to fight Codex Chapters on their own terms.

A lot of loyalist marines know the damn thing by heart. Some loyalist "chapters" don't even observe the codex's rules in the first place. Hell, look at the Black Templars. They fuck Chaos up and they don't need no stinkin' Codex.

The greatest advantages conferred by the Codex are the discipline and the structure. The enemy can know how you fight, but that doesn't mean they have the ability to set the terms of engagement. The Codex is designed so that an organized group of 1000 people can coordinate quickly and effectively. The left hand always knows what the right hand is doing and any deviations from standard operating procedure can be made on a case-by-case basis.

created because legions 2 easy to corrupt

Remember, the codex also came bundled with a host of screening and training methods to make plain ol' better marines compared to the almost literal conscripts of the crusade.

Most of em don't operate in Legions anymore except during the Black Crusades. Usually they work in Warbands which could be anything from a few dozen to several thousand marines.
