No, Konrad became the head Leech a hundred or so years after Vlad's death. Mannfred betrays him at a crucial moment and then takes control after Konrad bites the dust. Mannfred then gets staked and dumped in a swamp, though technically isn't dead since vamps in WH are only paralyzed when something pierces their heart. So of all the Von Carsteins, Man makes the most sense for the game.

I think Vlad is the exception. In several of the "Time of Legends" books with Nagash and all the original vampire bloodline founders, several vamps are staked as a form of punishment or to keep them immobile while being moved. The thing is that they stay conscious the whole time, so it's the next worst fate a vampire can experience next to permanent death.
Also, the reason Vlad stayed dead after his little tumble off the wall is because "the greatest thief in the Empire" stole his magic ring the night before. THEN, after the battle was over he was beheaded(key part of vampire perma-death), buried next to the Cathedral of Sigmar, face down, with the body of the Sigmarite-pope buried above him.
