I had an idea for a joke character in the 40k universe, but I don't know enough about the setting to accurately describe them in relation to the proper lore.
Basically, what if a single person provided the entire Imperium with fake skulls?
Some people do use real skulls when crafting, but it's more efficient to use mass produced fake skulls.
Unfortunately, there is only one man in the galaxy who can produce skulls of high enough quality and quantity for official gear.
No one knows his name or origin, but he has somehow monopolized the fake skull market of the entire Imperium.
Although his products cover every square inch of human territory, many seek the secrets of his skull-crafting techniques, but none dare attack his ships for fear of losing access to his faux skulls.
Does anyone want to help me expand upon this ridiculous premise?

No matter how cheap the manufacturing is he wouldn't ever profit even if they were exactly the same as a human skull.
Their are skulls everywhere and he would still have to ship it through the warp making the process too damn expensive considering all you need to do to get a skull is collect them from the execution chamber or wait to gather millions the next time the lower hives need purging.
