We're playing a surprisingly fun kitbash using 5E rules. Sort of a WWII/Shadowrun fusion. Magic returned to the world in 1910. By 1939, it's still not that well understood, so mages aren't common, but alchemy and artiface is rapidly pushing tech forward.

I'm playing an elven healer of the Royal Marines. Currently fighting in Germany...in 1948. The war hasn't ended yet, in fact, it just got worse. Because as of today, Soviet forces attacked American and British forces after taking Berlin. This was announced by the 6th Guards of the Red Army slamming 70 T-44's into the flank of Pattons M4's. It was an armored slaughter.

We left off with us cut off from the main force, attempting to evade the Red Army, and fall back to defenses held by the 101st, where we expect the Soviets to catch up to us and the rest of the army.

We normally play systems where you just use a skill roll for having always had the thing all along. A character with thief skills brought lockpicks. You don't need to think about it in advance; your character would have.

But one of these days I'd really like to play a game where it's important that everyone's pack has...

That depends. Dungeon or wilderness?
I guess if I had to pack a general bag:
Two week's worth of hardtack
Wand of create water
Ten-foot pole
50 feet of rope
Utility knife
Lamp with oil (or magic torch if available. I mean it's a 1st level spell)

Metal bags?

I seriously wish my players wanted this kind of thing but any time I mention food or survival as a GM everyone seems annoyed.
What do I do? Should I leave players at a slight disadvantage mentally if they live off hardtack and physically if they don't eat at all, or should I give them slight bonuses for enjoying morale-boosting luxuries?

I found that doing both of those are good incentives.

Good food prepared with care and skill gives a morale bonus of x for y number of hours. Hardtack for days results in stomach cramps, headaches, and chills.

Nothing, it burned up in a fire after the GM sent assassins with a shitton of alchemists fire to ambush us at an inn in the dead of night.

two bags of grass, seventy-five pellets of mescaline, five sheets of high-powered blotter acid, a salt shaker half full of cocaine, and a whole galaxy of multi-colored uppers, downers, screamers, laughers and also a quart of tequila, a quart of rum, a case of Budweiser, a pint of raw ether and two dozen amyls

A stout walking stick, a bed roll, ten foot of rope, a week's food, two canteens with a day's water each, flint, tinder, my coinpurse, eating knife, a severed Goblin's head in Lye, a pound of bat guano, several sachets of sulphur and saltpetre, a glass phial of Aqua Regis, a journal containing approximately six months of travel diaries, hand drawn maps and pressed flower specimens, and small amphora of Grappa.

All rather humdrum really.

Some rope and four pints of oil. Now I have no money.
