HeroQuest 2E is probably my favorite game based around the d20 right now. Pretty simple resolution mechanics that lean towards narration and improvisation over stacking bonuses. And Heroquest: Glorantha is now out, so I can use it in one of my favorite settings.

Depends on what you mean by good. It can model superheroes and their wacky skillsets really well, but it's as easy to break as a balsa wood glider.

It only lives by virtue of nobody having the years and patience necessary to learn and play HERO and every other Super Hero system being complete unsalvagable shit, instead of vaguely familiar D20 unsalvagable shit.
Use the rules for making monsters for making PC's instead. Ability scores, hit dice, skills, feats, more than enough customization to make a character without needing class features.
