What chapter did they piss off? How did they do it? Are they winning or losing against them?

Well, iroquois used to kidnap the children of tribes and settlements that they raided and raise them to be future members of the tribe. I feel that fits in pretty well with the whole cosmopolitain nature of the tau, while still being brutal. Also, the iroquois were a confenderation of a few tribes, so maybe the planet is divided by semi autonomous tribes that are under a loose federal government, where concils make planetary desicions?

Also, like the other anon said, they should be very naturalistic, living off the land, often away from reinforcements and civilization for extended periods of time. They're like a not roid rage version of the catachans, since they're not from a death world.

Maybe they should be nomadic? semi nomadic?

Those 4 sound fine. Maybe it was a lost human colony with native vespids, and the tau came in with the kroot and made it their own. When the Imperium discovered this, they were pissed off and sent some guardsmen to get it back. The hatred can come from the guerilla fighting stule pissing off the human forces, so they sent in the big bad mahreens to finish the job

I feel like Salamanders, due to them being all flamethrower-y might be a good enemy. Possibly pissed them off by convincing some of their men to join with our leader's good nature and charisma.
Or on the other hand, it could be Ultrasmurfs, due to them being something of a foil to our Sept being almost similar but still completely different tactics wise.

Salamanders are cool, but I don't think they have an above average hatred for xenos. But, their flame-y wame-y stuff verus the guerilla style of these guys makes it sound like Andrew Jackson meets vietnam.
