Goblins get a +4 bonus to their DEX score. 18+4=22, which makes for a +6 ability modifier.
They're also a small race, so they get +4 bonus directly to stealth from that.
Then there's the racial +4 bonus, also directly to stealth.
That's 14 right off the bat. Combine with stealthy feat/skill focus and you get 16-17, beating >>45757903 by one point.
This is in addition to free darkvision.
Shit like this is why I don't play Pathfinder anymore.
